(Baonghean.vn) - On the morning of September 22, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Xuan Duong chaired a meeting to evaluate 3 years of implementing Decision No. 2355/QD-TTg of the Prime Minister on socio-economic development of the Western region until 2020, deploy development solutions in the coming time and deploy important contents on socio-economic development in the area. Attending the meeting were members of the Provincial People's Committee, representatives of departments and branches.

Over the past three years (2013-2015), the average growth rate in the Western Nghe An region reached 8.04%/MT 11.3-12.3%, higher than the average growth rate of the whole province. Up to now, in the Western region, there are 32/203 communes, accounting for 15.8%/MT 15%, meeting 19/19 criteria, of which 01 disadvantaged commune in District 30a has met the new rural standards; 01 district-level unit (the only unit in the province) has completed the construction of the new rural area.

With the active participation of all levels and sectors, transportation and infrastructure in the Western regions have been upgraded, creating favorable conditions for economic and social development, improving people's living standards. Migration and resettlement work has been focused on and achieved many positive results.

The growth rate of agriculture, forestry and fishery in the period of 2013-2015 reached 6.74%/MT 5-6% higher than the average of the whole province. The growth rate of industry and construction in the period of 2013-2015 reached 11.18%/MT 15.1-16.1%; The average service in the period of 2013-2015 reached 6.96%/MT 12.9-13.9%; The total budget revenue in the districts of the Western region in the past 3 years reached 3,880.1 billion VND, accounting for 13.8% of the total budget revenue in the province.

The poverty rate in the Western region decreased quite rapidly, from 26.78% at the end of 2012 to 16.54% at the end of 2015. By 2015, there were about 1,200 enterprises in operation in the Western region, an increase of 12% compared to the end of 2012; it is estimated that by the end of 2016, there will be about 1,250 enterprises in operation, an increase of 4% compared to 2015.

The evaluation opinions of the departments at the meeting clearly analyzed the initial results, at the same time clearly recognized the current situation and proposed many solutions for the development of Western Nghe An. That is to continue developing transportation and infrastructure, and to reasonably adjust hydropower projects to balance development and environmental protection, and ensure the safety of people's lives.

Many areas are developing but still at the initial stage, it is necessary to strengthen the connection between production and processing with key seedlings, take care of human resources, and increase investment attraction. The target is to mobilize about 22,600 billion VND annually (2016-2020 period), to ensure resources to achieve socio-economic development targets.

The meeting participants contributed many ideas for the socio-economic development program of the Western region in particular and the whole province in general.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested all levels and sectors to take more active part and promptly implement policies and solutions for the development of the Western region according to the direction of the Central Government. On that basis, encourage land accumulation; encourage and support farmers to contribute capital in the form of land with enterprises to create land funds to form large-scale agricultural production areas.

At the same time, in conjunction with the reorganization of state-owned agricultural and forestry companies and the Youth Volunteer Force, urgently review and re-identify unused or ineffectively used land funds to allocate to households and other subjects for more effective use.
