According to the new regulations issued with Circular No. 10/2012/TT-BGDDT, dated March 6, 2012, this year all candidates have the right to request a review of their exam without any conditions, only having to pay the review fee as prescribed.
Article 26 on exam review of Circular No. 10/2012/BGDDT clearly stipulates: "All candidates have the right to request a review of their exam and must pay the review fee as prescribed". To request a review, candidates must submit an application for exam review within 07 days from the date of public announcement of the exam results; the application for exam review must be submitted to the high school where the candidate submitted his/her graduation exam application;
For each graduation exam, the exam review is only conducted once. Multiple-choice exams are reviewed according to a separate process prescribed by the Ministry of Education and Training in the annual exam organization guidelines.
For essay tests: When the re-graded score differs from the previous grade by 1.0 point or more for Literature and 0.5 point or more for other subjects, the re-graded score is the new score of the test. When the re-graded score differs from the previous grade by 2.0 points or more, a dialogue must be organized between the marking pair of the Examination Council and the marking pair of the Re-graded Council. The new score of the test is the score agreed upon between the marking pair of the Examination Council and the marking pair of the Re-graded Council. In cases where there is no agreement on the test score and it cannot be concluded that the defect is due to the marking pair of the Examination Council, the score of the Examination Council will remain the same.
For multiple choice tests: When the re-graded score is different from the previous graded score, the re-graded score is the new score of the test.
The deadline for reviewing the exam is decided by the Director of the Department of Education and Training, no later than 10 days from the date of posting the exam results. The working time of the Review Council shall not exceed 10 days. The review results shall be posted publicly immediately after the Review Council completes its work.
