Born in 1958 in the coastal area of ​​Dien Hai commune (Dien Chau), growing up, Mr. Le Sy Hoang and his family went to build a new economy in Nghia Loc commune according to the policies of the Party and the State... From 1985 to now, having gone through many different fields and positions: Secretary of the Commune Youth Union, Head of Commune Police, in charge of forestry, justice, finance, Vice Chairman of the Commune People's Committee in charge of the economic field, then Chairman of the Commune People's Committee, and currently a member of the District Party Committee, Secretary of the Party Committee, Chairman of the Commune People's Council, he has always completed his tasks excellently, gaining the trust and admiration of the people.

Nghia Loc is a mountainous commune with 27 hamlets; of which 17 hamlets have Catholics (6 hamlets are all Catholic), there are 2 parishes, 6 parishes, 5,807 Catholics, accounting for 34.6%; 4 hamlets have ethnic minorities (1 hamlet has 100% Thanh ethnic group), ethnic minorities account for 6.3%. The commune Party Committee has 28 affiliated Party cells, with 331 Party members. Of which, 15 branches have Catholics, 4 branches have ethnic minorities. The commune has a large land area, a large population, and the most diverse population in Nghia Dan district.

To promote the local movement, Mr. Nguyen Sy Hoang and the Party Committee and the commune government have had correct policies and guidelines, closely following the people. Thanks to that, people's lives have been increasingly improved, security and order have been maintained. The economic growth rate in 2014 reached 8.8%. Average income per capita is 12,520,000 VND/person/year. Identifying the difficulty of being a commune with a large number of Catholics, ensuring security and order, and caring for the material life of the people has always been a focus.

Every week, Mr. Hoang himself and the cadres monitor and organize the implementation of the religious work of the commune, the military commander, the Chairman of the Vietnam Fatherland Front Committee grasp the situation of religious activities to proactively plan and direct implementation in accordance with the provisions of the Ordinance on Religious Beliefs and Circular No. 25/2004/TT-BNV of the Ministry of Home Affairs on guiding the functions, tasks, powers and organizational structure of specialized agencies to assist the People's Committee in State management of religious work in the locality. He directs the construction of the model "Peaceful parish" in Vinh Giang Parish to operate effectively and coordinates with the Vietnam Fatherland Front Committee to organize a conference to review one year of implementing the model: "The whole people build a model of peaceful parish, a parish without social evils" in Vinh Giang Parish. He is interested in creating favorable conditions and requests competent authorities to consider meeting the legitimate needs of parishioners in religious activities as well as in cultural and sports institutions. Therefore, security and order, especially in religious and ethnic minority areas, are always ensured, preventing complicated and outstanding problems from occurring.

He has a scientific working method, has breakthroughs, innovations, and connects solidarity within the collective.

To improve the family's economic life and set an example of productive labor, Mr. Nguyen Sy Hoang received 10 hectares of acacia forest to plant, combined with the construction materials business, with an annual income of about 100 - 200 million VND. In the movement to build new rural areas, always determined to be a leading example, he mobilized his family and children to donate more than 500 square meters of land, cleared construction works, and about 60 meters of fence to make roads...

With his tireless efforts and struggles, Mr. Nguyen Sy Hoang was commended by his superiors with the following awards: Commemorative Medal from the Central Committee for Mass Mobilization; Certificates of Merit from the Provincial People's Committee for good implementation of the Ordinance on Beliefs and Religions; for administrative reform of the one-stop shop and one-stop shop mechanism; for good implementation of the Project "Strengthening state management of religious activities in the new situation" and many other Certificates of Merit and awards. He is also one of 36 typical advanced individuals of Nghia Dan district in the period of 2010 - 2015, and will soon be a delegate representing Nghia Dan to be commended at the Provincial Patriotic Emulation Congress...
