One year of implementing Resolution of the 12th Congress: Important steps

2016 is the first year of implementing the Resolution of the 12th National Party Congress in the context of the country facing many difficulties and challenges. However, the thorough implementation of the Resolution of the Party Congress has created a vibrant competitive atmosphere and the unity of the entire political system and all classes of people.

PV:2016 is the first year of implementing the Resolution of the 12th Party Congress, term 2016-2021. Looking at it in general, how do you evaluate the important results we have achieved in the past nearly a year?

Associate Professor, Dr. Nguyen Trong Phuc:After a year of implementing the Resolution of the 12th Party Congress, I see most clearly the political determination of the Party Central Committee and the Politburo on Party building and rectification. This is the top priority task of the 12th Party Congress: "Promoting Party building and rectification, preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party".

With such high political determination, on May 15, 2016, the Politburo issued Directive 05 on Studying and following the moral example and lifestyle of Ho Chi Minh. In implementing Resolution XII, we have taken important steps such as: continuing to handle 6 serious cases related to corruption; handling Trinh Xuan Thanh, disciplining Mr. Vu Huy Hoang for shortcomings in personnel work...

Regarding the issue of building and improving the quality of activities of organizations in the political system, we have made progress after the election of the 14th National Assembly, the National Assembly and the Government have been strengthened. The current Government has truly taken action according to the direction set by the Central Committee. The activities of the National Assembly are also creative, dynamic and innovative. The legislative function, deciding on major issues, and supreme supervision have received more attention from the National Assembly and the responsibilities of the National Assembly and each National Assembly deputy have also been renewed.

Another point that needs to be emphasized is the economic successes. According to the 12th Congress, we must restructure the economy, innovate the growth model, improve the quality, efficiency, labor productivity, and competitiveness of the economy.

From 2016 to now, the economic growth rate has changed positively, the macro balance has been maintained, the restructuring of state-owned enterprises has made progress, the banking issues, public debt, bad debt have been resolved and the inflation rate has been maintained as set, the value of the currency has been maintained, people's lives have been stabilized, social security has been ensured, and international integration has continued to be promoted. In particular, the agricultural sector in 2015 had negative growth, but in 2016 there have been positive signals, better growth. In my observation, the signals in terms of economic development have had a positive impact.

PV:As you just mentioned, it is noteworthy that the recent 4th Central Conference concretized the Resolution of the 12th Party Congress with the issuance of the Resolution on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". In your opinion, how important is the Resolution in implementing the Resolution of the 12th Party Congress?

Associate Professor, Dr. Nguyen Trong Phuc:Resolution 4 of the 12th Central Committee is the concretization of the first of the 6 key tasks. This is a step of development, more developed than Resolution 4 of the 11th Central Committee. Resolution 4 of the Central Committee sets out 3 groups of contents: ideological and political degradation; moral and lifestyle degradation; and self-evolution and self-transformation. These 3 parts are closely related to each other. Degradation of political ideology and moral lifestyle are closely linked to each other, leading to "self-evolution" and "self-transformation".

The new point of the 4th Central Conference pointed out and clearly identified 27 manifestations in 3 groups and fields. Thus, pointing out like that is not only to concretize but also to frankly and specifically acknowledge the degradation in political ideology, lifestyle ethics, "self-evolution", "self-transformation" so that Party organizations can use that as a basis to self-criticize, criticize, and self-recognize whether there are such manifestations in the organization, and if there are, focus on handling them.

Every cadre and party member, especially those with positions and power, must also review those 27 points to see if they have violated them. If they violate them, they must be determined to correct them as Uncle Ho reminded: if there are shortcomings, they must self-recognize and be determined to correct them. Those who have not violated them will know and avoid making the same mistakes, not violating them, thereby progressing and developing, at the same time improving discipline, Party spirit, and fighting spirit in Party activities, creating the quality of leadership of the Party organization.

PV:In reality, the country has encountered significant obstacles over the past year. How have those obstacles impacted and affected the implementation of the Resolution of the 12th National Party Congress, sir?

Associate Professor, Dr. Nguyen Trong Phuc:In my opinion, the biggest obstacle at present is the cumbersome organizational system, especially the issue of cadres, how to choose cadres properly. Weaknesses and shortcomings in cadre work, not yet choosing talented people, truly having moral qualities, and caring for the country and the people. There are still opportunistic cadres, group interests, factions... These are issues that need to be considered to perfect the apparatus, to choose better cadres. Recently, we have had a breakthrough in cadre work at the 12th Congress, on that basis we need to do better.

Currently, the remaining obstacles are corruption and waste, which affect the country's development. Corruption and waste not only make people lose confidence but also make the country poor. Therefore, we must concentrate on creating momentum. If we can push back corruption and waste, it will create great resources for the country.

Externally, the international and regional situation is complex and unpredictable, so we must recognize and forecast the situation in the upcoming developments. For example, the tense situation in the East Sea affects sovereignty and territorial integrity. There are also economic issues, the interests of countries, regions, and major countries... that must be recognized, forecasted, and persistently implemented in the foreign policy of independence, self-reliance, peace, friendship, cooperation and mutual development.

PV:According to you, what should we do in the coming time to effectively implement the Resolution of the 12th National Party Congress?

Associate Professor, Dr. Nguyen Trong Phuc:The major orientations set out by the 12th Congress were very accurate. For example, restructuring the economy, strongly shifting to a market economy, properly implementing the laws and regulations of the market economy so that the world can recognize us, thereby being able to integrate more deeply and effectively. The policy of restructuring the entire economy, first of all focusing on the structure of state-owned enterprises, the banking system, the agricultural structure... Recently, the 4th Central Conference, in addition to the Resolution on Party building and rectification, also concretized the policy of the 12th Congress on economic issues, growth models, solving international integration, public debt, the issue of restructuring the economy... In my opinion, if we focus on that, we will achieve important results./.
