This is a surprise inspection program (inspection without prior notice) according to the delegation's regulations based on Decision 1070/QD-UBND in 2015 on establishing an inspection delegation to monitor the implementation of Directive 17 of the Provincial Party Standing Committee.
Through the inspection at Kim Lien commune (Nam Dan), the inspection team found that the implementation and compliance with Directive 17 still had many limitations. Specifically, the posting of administrative procedures was not complete, and the regulations and operating rules at the one-stop shop had not been posted. At the time of the inspection (7:30 a.m. on July 22), the one-stop shop had not yet opened to serve the people. The uniforms of the office staff - the statistics staff on duty at the one-stop shop were not yet formal. A number of civil servants did not wear proper badges.Notably, as of 8:30 a.m. on July 22, there were still 4 officials and civil servants absent for unknown reasons, including: Vice Chairman of the Commune People's Council, Chairman of the Women's Union, Secretary of the Youth Union, and Chairman of the Farmers' Association.

At Nam Hung commune, at 9:30 a.m. on July 22, the delegation found that two civil servants (the Vice Chairman of the Commune People's Council and the Chief of the Commune Police) were still playing games in the reception room. Most civil servants did not wear name tags. Cultural and policy civil servants were not dressed properly. Many cadres and civil servants were absent without clear reasons, specifically: Chairman, Vice Chairman of the People's Committee, Chairman of the Fatherland Front, Deputy Chief of Police, Chairman of the People's Council... The team leader and the working group made a record of the inspection with the certification of Party Secretary Phan Dinh Son, and at the same time requested the commune leaders to have a written explanation for the cases of absence without reason and proposed to correct the remaining violations.

With the view that the implementation of Directive 17 has been going on for 3 years now, so instead of drawing lessons but focusing on recommendations for handling, the team leader has informed the communes that are still violating the implementation of Directive 17 that they will submit documents to the People's Committee of Nam Dan district for appropriate handling./.
