According to Circular 03/2019/TT-BNV dated May 14, 2019 of the Ministry of Home Affairs, from July 2019, the recruitment of civil servants and public employees, promotion of civil servant ranks, promotion of professional titles of public employees and implementation of contract regimes for some types of work in State administrative agencies and public service units have many important amendments and supplements.

Circular 03/2019/TT-BNV, effective from July 1, 2019, clearly stipulates the time for taking the civil servant recruitment exam.

Detailed regulations on cases accepted without examination

Circular 03/2019/TT-BNV provides more detailed regulations on the cases of being accepted into the civil service without taking an exam for those with a university degree or higher and having at least 5 years of work experience in a job position requiring a university degree or higher as prescribed in Article 19 of Decree 24/2010/ND-CP, amended and supplemented in Clause 11, Article 1 of Decree 161/2018/ND-CP.

Accordingly, the regulation on recruitment without examination is abolished for: Valedictorians from domestic university training institutions; excellent university and postgraduate graduates abroad.

Cases of admission to civil service without examination from July 1, 2019 are regulated as follows:

- Civil servants in public service units who have worked as civil servants for at least 5 years (60 months) or more, calculated from the time of recruitment as civil servants (excluding probationary period).

- Salary earners in the armed forces (army, police) and those working in cryptography, who have worked for at least 05 years (60 months) in the armed forces or in cryptography from the time of official recruitment decision into the army, police or at cryptography organizations.

- Persons holding titles and positions (Chairman of the Board of Directors, Chairman of the Company, Member of the Board of Directors, Controller, General Director, Deputy General Director, Director, Deputy Director, Chief Accountant) at a limited liability company with 100% of charter capital held by the State or Persons appointed as representatives of capital contributions including (Chairman of the Board of Directors, Chairman of the Board of Directors, member of the Board of Directors, General Director, Deputy General Director, Director, Deputy Director) at a State-owned enterprise holding more than 50% of charter capital, with a working period of compulsory social insurance payment of at least 5 years (60 months), excluding probationary period.

Regulations on time for taking civil servant and public employee recruitment exams

According to Article 23, Section 3 of the Regulations on organizing civil servant and public employee recruitment exams, civil servant promotion exams, and public employee professional title promotion exams, issued with Circular 03/2019/TT-BNV, the time for taking multiple-choice tests on paper, written tests, and interviews is prescribed as follows:

- For written exams: The total time for the exam is written on the exam paper. The exam start time is calculated from the moment the supervisor finishes distributing the exam paper and reads the entire content of the exam paper. The exam paper distribution time is 05 minutes.

- For multiple choice tests: The total test time is written on the test paper. The test start time is calculated 5 minutes after the invigilator distributes the test paper to the candidates. The total time for distributing the test paper is 10 minutes.

- For the interview: The maximum time for each candidate to prepare and answer questions is 30 minutes.

Civil servant recruitment agencies must develop a project for promotion exams.

Instead of developing a promotion exam plan according to the available form in Article 15 of Circular 13/2010/TT-BNV, from July 1, 2019, the competent authority organizing the promotion exam for civil servants will have to develop a promotion exam plan with the following contents:

- Report on the number and structure of existing specialized civil servant ranks of agencies, organizations and units under management;

- The number of civil servants corresponding to the exam rank is still lacking according to the requirements of the job position;

- List of civil servants who meet the standards and conditions to be nominated for promotion exams;

- Subjects, standards, conditions, and documents of candidates; content, format, and time of the exam;

- Expected members of the Examination Council;

- Expected time, location and other contents to organize the exam.

The competent authority organizing the exam must send the civil servant promotion exam project to the Ministry of Home Affairs or the Central Organizing Committee for comments before organizing it according to its authority.

Change the conditions for passing the civil servant promotion exam

According to Circular 03/2019/TT-BNV, civil servants are determined to have passed the professional title promotion exam if they meet the following conditions:

- Must take all exams of all subjects, except for subjects exempted from exams according to the law.

- Each test must have a score of 50 points or more (current regulation is 55 points or more), the tests are graded on a 100-point scale.

For the professional title promotion examination, the successful civil servants shall follow the instructions of the Ministry of Professional Title Management of specialized civil servants on the content and form of professional title promotion examination of civil servants in the management sector and field.

In addition, the results of professional title promotion periods are not reserved.
