Some new regulations on specialized agencies advising and assisting provincial and municipal Party Committees

(Baonghean.vn) - The Secretariat has just issued Regulation No. 137-QD/TW on the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting provincial and municipal Party Committees.

The Regulation takes effect from December 1, 2023, replacing Regulation No. 04-QDi/TW dated July 25, 2018.

The regulation has 4 chapters and 15 articles, stipulating the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting the provincial and municipal Party Committees, including: Office, Organizing Committee, Inspection Committee, Propaganda Committee, Mass Mobilization Committee, and Internal Affairs Committee. In addition to the above agencies, when the Politburo decides to establish another agency, the Secretariat will stipulate the functions, tasks, powers, and organizational structure for that agency.

According to this new regulation, there are some notable new contents compared to Regulation 04-QDi/TW as follows:

One is,Regarding the implementation of the model of Party Committee offices serving all advisory and support agencies at the provincial level, the Standing Committee of the Provincial Party Committee will consider and decide based on the practical situation in the locality.

TwoTo be,Regarding internal focal points (departments and equivalent) of the advisory and support agencies of the Provincial Party Committee, they are unified to be established on a number of bases such as: functions and tasks of the agency; total number of staff assigned by competent authorities; a focal point must have at least 5 people to be established; in case there is not enough staff, at least 4 people must be established. A department with less than 10 people is assigned a department head and no more than 02 deputy department heads (instead of being assigned no more than 01 deputy department head as in previous Regulation 04-QDi/TW); a department with 10 people or more is assigned no more than 03 deputy department heads (instead of being assigned no more than 02 deputy department heads as in previous Regulation 04-QDi/TW).

ThreeTo be,The total number of deputies of the heads of the advisory and support agencies of the provincial Party Committee shall not exceed 18 people. In particular, the provinces of Thanh Hoa and Nghe An shall not exceed 21 people; Hanoi and Ho Chi Minh City shall not exceed 24 people. The number of deputies of the agencies shall be decided by the Standing Committee of the provincial and municipal Party Committees but shall not exceed the above number. Thus, for Nghe An, the maximum number of deputies will be increased by 6 people compared to the number according to the previous Regulation 04-QDi/TW.

Four is,Regarding the organizational structure of the advisory and support agencies of the provincial and municipal Party Committees, the Secretariat has agreed to stipulate the names of each department in each advisory and support agency of the provincial and municipal Party Committees, specifically: For the provincial Party Committee office, arrange a reasonable structure of cadres, civil servants and public employees in accordance with the standards, titles and job positions, ensuring good performance of the functions and tasks of the office; there are no more than 5 departments: General; Administration; Party Finance; Cipher - Information Technology; Administration and Archives.

For the inspection committee and the advisory and support agencies of the provincial Party Committee, ensure that the structure of cadres and civil servants doing research and advisory work accounts for the majority and minimize the number of employees. Of which: (1) The provincial Party Committee's inspection committee has no more than 4 departments: Task I, Task II, Task III, Office; (2) The provincial Party Committee's Organization Board has no more than 4 departments: Personnel organization, Party organization - Party members, Internal political protection, Office; (3) The provincial Party Committee's Propaganda Board has no more than 5 departments: Political theory, Party history; Propaganda, Press - Publishing; Science and Education, Culture - Arts; Information - General; Office; (4) The provincial Party Committee's Mass Mobilization Board has no more than 3 departments: Mass organizations and associations; Mass Mobilization of state agencies - ethnic groups and religions; Office; (5) The provincial Party Committee's Internal Affairs Board has no more than 4 departments: Monitoring internal affairs and judicial reform; Monitor the work of preventing and combating corruption and negativity; Monitor the work of handling petitions, letters, and receiving citizens; Office.

Particularly for the Hanoi Party Committee and Ho Chi Minh City Party Committee, a maximum of 01 additional department/1 advisory agency to assist the Party Committee may be established compared to the number of departments specified above.

This Regulation takes effect from the date of signing and replaces Regulation 04-QDi/TW.
