Nghe An Provincial Party Committee issued new regulations on annual quality assessment and classification for collectives and individuals.
(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued Regulation No. 26-QD/TU, dated October 30, 2023 on annual quality assessment and classification of collectives and individuals under the management of the Standing Committee of the Provincial Party Committee.
Add 5 new principles in evaluation and classification, including:
- For groups and individuals, after having the results of quality assessment and classification, if there are complaints, denunciations, signs of violating Party discipline, State laws, internal disunity or there are issues that require review of assessment results, then the assessment and classification results will be checked, verified, and evaluated.
- In cases where a collective or individual has shortcomings or violations that occurred in the previous year or period, but only at the time of assessment and classification are they subject to disciplinary action by a competent authority, or where a collective or individual is subject to a decision by a competent authority to increase the disciplinary measure in the year of assessment and classification, the competent authority shall base on the disciplinary measure, content, motive, nature, level, consequences, cause of the violation, and specific circumstances to consider re-assessment and re-classification at the time of the shortcomings or violations.

- In case an individual has shortcomings or violations that occurred at the old agency or unit but is disciplined and enforced at the new agency or unit, the results will be included in the assessment and classification results of the old agency or unit (not assigning responsibility to the new agency or unit).
- In case an individual has shortcomings or violations occurring at both the old agency or unit and the new agency or unit, and is disciplined and subject to disciplinary action at the old agency or unit and the new agency or unit, the disciplinary measure will be calculated into the assessment and classification results according to the time of determining the violation at each agency or unit.
- In case the violation has not been subject to a disciplinary decision by a competent authority but has been used as a basis for assessing and classifying the quality as not completing the task in the assessment year, the disciplinary decision issued after the assessment year for that violation (if any) shall not be counted for assessing and classifying the quality in the year of the disciplinary decision.
In addition, 2 cases are not required to comply with the principle: "The head's rating must not be higher than the rating of the organization, agency, or unit"; that is: (1) The new head has been transferred for less than 6 months, and during that time, the new organization, agency, or unit has not incurred any limitations, shortcomings, or violations related to the head's responsibilities. (2) The head has transferred to a new organization, agency, or unit where limitations, shortcomings, or violations occurred before taking on the new assignment.
Supplementing subjects under the assessment and classification authority of the Provincial Party Standing Committee
- For collectives: Add "The Standing Committee of the grassroots Party Committee is assigned authority at the grassroots level".
- For individuals: Add "Comrades of the Provincial Party Committee's Inspection Committee", "Secretary of the Provincial Party Secretary" and "Full-time National Assembly Delegate of the province".
The addition of these positions is to ensure consistency and synchronization with Conclusion No. 35-KL/TW, dated May 5, 2022 of the Politburo and Decision No. 2102-QD/TU, dated August 30, 2023 of the Provincial Party Standing Committee on the list of leadership positions and equivalent positions of the political system from the Central to the grassroots level.
Revise the assessment criteria framework and the classification criteria framework
The contents of assessment criteria and classification criteria are amended and supplemented in accordance with the criteria frameworks in Regulation 124-QD/TW, dated October 4, 2023 of the Politburo on annual quality review, assessment and classification of collectives and individuals in the political system. In which, criteria frameworks are proposed for two different subjects: General assessment and classification and assessment and classification of individual leaders and managers.
Regarding the classification of collectives and individuals, the classification is still carried out according to the 4 classification levels as previously prescribed: Excellent completion of tasks, Good completion of tasks, Completed tasks and Incomplete tasks. However, in each criterion, many additional standards are added for evaluation and classification; such as: Individuals classified as Excellent completion of tasks must "Complete 100% of targets and tasks according to the set plan or assigned work on schedule, ensuring quality and efficiency; in which, at least 50% of targets and tasks are completed beyond the limit". As for leaders and managers, in order to be classified as having completed their tasks excellently, "in addition to the general standards, they must be truly exemplary in political ideology, ethics, lifestyle, working style, working methods, and sense of organization and discipline. The locality, agency, unit, department, or field that they are directly responsible for must complete all targets and tasks, of which at least 50% of the basic targets (tasks) must be exceeded. 100% of the agencies and units under their direct leadership and management must be classified as having completed their tasks or better; of which, at least 70% of the units must be classified as having completed their tasks well or better."
In addition to the above contents, this regulation has amended and supplemented to clarify the authority and responsibility of a number of relevant groups and individuals in the assessment and classification work; amended and supplemented the assessment and classification methods and processes to ensure compliance with the Central's guidelines and in accordance with the practical situation in personnel work.
This regulation takes effect from October 30, 2023.
