Resolution No. 05, dated July 13, 2017 on the level of allowances for those performing the task of receiving citizens, handling complaints, denunciations, petitions and reflections in the province; Resolution No. 06, dated July 13, 2017 on the level of deductions from recovered amounts discovered through inspection work that have been paid to the state budget in Nghe An province.
Resolution No. 08, dated July 22, 2020 on support policies for redundant commune, ward and town officials and civil servants due to the implementation of Decree 34 of the Government and redundant Deputy Chiefs of Police and permanent Police Officers at communes and towns due to the arrangement of regular Police officers to take up positions of Commune and Town Police in the province.

Before working with the District People's Committee, the working delegation of the Provincial People's Council directly surveyed and grasped the implementation of 5 resolutions issued by the Provincial People's Council in the legal field in Thanh Chuong district town.
Working with the People's Committee of Thanh Chuong district, the working delegation of the Provincial People's Council acknowledged that Thanh Chuong district has focused on implementing resolutions through directing all levels, sectors, organizations, agencies, units and disseminating them to beneficiaries.

Except for Resolution No. 06 and Resolution No. 21, when implementing 3 resolutions of the Provincial People's Council, Thanh Chuong district received budget allocation and disbursed to beneficiaries with 8,226 people.
These are policy mechanisms to support cadres, civil servants, and forces to encourage, motivate, and encourage the spirit and work responsibility of beneficiaries; contributing to promoting the implementation of political tasks in each agency, unit, and locality, promoting the overall development of the province.

At the meeting, members of the working delegation of the Provincial People's Council and the People's Committee of Thanh Chuong district discussed and clarified many issues on the direction, guidance, inspection and supervision of the Provincial People's Committee and provincial departments and branches in implementing the resolutions issued by the Provincial People's Council; difficulties, obstacles, inadequacies and recommendations and proposals.
That is, the selection of locations to build commune police headquarters according to Resolution No. 21 for communes subject to merger has not been implemented because the policy of merging commune-level administrative units is being implemented; Local funding sources to ensure the construction of commune police headquarters are still limited; The provision of fire prevention and fighting equipment according to Resolution No. 14 is lacking according to regulations.

Some localities have not paid the allowances for those who are responsible for receiving citizens, handling complaints, denunciations, petitions, and feedback from voters and people according to Resolution 05, which has not met the prescribed standards...
Proposing the province to have a policy to resolve redundant cadres and civil servants due to commune mergers
In addition to the above issues, Thanh Chuong district also raised many difficulties related to policies and handling redundant cadres and civil servants when implementing the policy of merging commune-level administrative units in the period of 2023 - 2030, especially the team of specialized cadres.

Specifically, during this period, Thanh Chuong district has 16 communes and towns subject to merger and after review, there are 161 redundant cadres and civil servants; of which 74 are full-time cadres. Thanh Chuong district proposed that the province study the policy mechanism for selecting full-time cadres to become commune civil servants.
Based on the recommendations and proposals of Thanh Chuong district, the working delegation of the Provincial People's Council requested Thanh Chuong district to continue to direct and develop effective solutions for practical implementation of the resolutions issued by the Provincial People's Council; pay attention to the preliminary review, summary, and evaluation of the implementation of each resolution, on that basis, synthesize the difficulties and problems to recommend the Provincial People's Council to continue studying and resolving them.
