Buying gasoline over 200,000 VND must declare home address
When retailing gasoline to foreign vehicles, units in border areas must issue invoices, clearly state the license plate number and pump directly into the vehicle's main tank.
The Ministry of Industry and Trade has just issued a Circular guiding the management of petroleum business in border areas. Accordingly, from September 15, the selling time of petroleum at retail stores in border areas is from 6:00 a.m. to 6:00 p.m. daily. If necessary, the provincial People's Committee can adjust the selling time of petroleum to meet the consumption needs of the people. In case of selling to consumers with a total payment value of VND 200,000 or more each time, petroleum retail stores in border areas must issue invoices, clearly stating the name and address of the petroleum buyer. If the customer buys less than VND 200,000, the seller does not need to issue invoices or documents.

Provincial People's Committees are allowed to adjust the amount of gasoline and oil sold, but not more than 20% for each specific type of vehicle and must report to the Ministry of Industry and Trade.
When retailing gasoline to foreign vehicles, sales units must pump directly into the main tank, not into other containers, including auxiliary fuel tanks attached to the vehicle. Stores must issue invoices, clearly stating the vehicle's license plate.
Petroleum traders with petroleum retail stores in border areas must prepare a list and report to the Department of Industry and Trade. In case of changes in the form of ownership, source of petroleum supply, or long-term cessation of business, a supplementary report must be submitted to the Department of Industry and Trade within 5 days from the date of change.
This circular was issued when the story of smuggled gasoline across the border was repeatedly mentioned in the meetings of the Ministry of Industry and Trade. The Ministry believes that with the regulation to tighten gasoline trading in this border area, the problem of smuggling will be pushed back.
