Expenditure level for illiteracy eradication and prevention of re-illiteracy

Resolution:

Article 1. Scope of regulation and applicable subjects

1. Scope of adjustment:

This Resolution stipulates the level of expenditure to support activities to mobilize illiterate and re-illiterate people between the ages of 15 and 60 to attend literacy classes and the remuneration for those working in literacy in the province.

2. Applicable subjects:

This Resolution applies to officials working at the Department of Education and Training, the Department of Education and Training, communes, wards, towns, educational institutions; teachers and people participating in the work of eliminating illiteracy and preventing re-illiteracy in the province.

Article 2.Expenditure content, expenditure level and funding source 1. Support activities to mobilize students to go to literacy classes and prevent re-illiteracy:

a. Financial support for those who mobilize and encourage illiterate and re-illiterate people between the ages of 15 and 60 (hereinafter referred to as students) to attend literacy classes and complete the literacy program, with a cost of 50,000 VND/student/program.

b. Financial support for teachers of literacy classes to buy stationery (lesson plan notebooks, pens, chalk, etc.), expenditure level: 50,000 VND/class.

c. Expenses for purchasing records and publications for literacy classes (report cards, grade books, lesson books, monitoring records, statistical forms), expense level: VND 100,000/class.

2. Remuneration for people working in literacy:

a. Number of beneficiaries:

- Department of Education and Training: 5 people;

- Department of Education and Training (for places with literacy classes, anti-illiteracy classes and literacy completion classes) maximum of 2 people/unit;

- Educational institution directly opening literacy classes and preventing re-illiteracy: 1 person;

- Commune, ward, town (for places with classes to eliminate illiteracy, prevent re-illiteracy and complete illiteracy programs): 1 person/commune, ward, town.

b. Salary level:

- Department of Education and Training, Department of Education and Training: 0.2 basic salary/person/month.

- Communes in region III, educational institutions located in region III: 0.25 basic salary/person/month.

- Communes, wards, towns, and educational institutions in the remaining areas: 0.15 basic salary/person/month.

c. Benefit period: 12 months/year.

3. Funding sources for implementation:

Sources of national target programs on Education and Training, annual provincial budget allocations for the Education and Training sector and other legal funding sources.

Article 3. Implementation

Assign the Provincial People's Committee to implement this Resolution.

Article 4. Entry into force

This Resolution was passed by the 16th Provincial People's Council, 11th session on July 16, 2014 and takes effect 10 days after the date of passage.
