Budget support level for localities producing rice according to Decree No. 42/2012/ND-CP of the Government

Article 1. Scope of regulation and applicable subjects
1. Scope of regulation: This Resolution stipulates the level of budget support for localities producing rice according to the provisions of Clause 2, Article 10, Decree No. 42/2012/ND-CP dated May 11, 2012 of the Government on management and use of rice-growing land.
2. Applicable subjects: Rice producing localities.
Article 2. Level of support funding
1. Spend 70% of the budget on supporting investment in construction and maintenance of infrastructure works in rice production areas, with priority given to investment in canals and intra-field traffic;
2. Spend 20% of the budget to support agricultural extension activities;
3. Spend 10% of the budget to support the development and dissemination of new effective production models.
Article 3. Sources of support funding and support methods
1. Source of support funding: For the years in the period of budget stabilization 2012 - 2015, the central budget provides targeted additional support to local budgets for rice production.
2. Support method: Support for rice production localities through the budget of the People's Committees of districts, cities and towns with rice-growing land.
Article 4. Implementation:
Assign the Provincial People's Committee to organize the implementation of this Resolution.
Article 5. Entry into force
This Resolution was passed by the 16th People's Council of Nghe An province, 9th session on July 17, 2013 and takes effect 10 days after the date of passage.
