New registration fee levels from January 1, 2017

The Decree on registration fees has just been issued by the Government, which stipulates the registration fee collection rate (%).

Specifically, the tax rate for houses and land is 0.5%; for hunting guns and guns used for training and sports competitions is 2%; for ships, barges, canoes, tugboats, push boats, boats, yachts, and airplanes, the tax rate is 1%.

The fee for motorbikes is 2%. Particularly, motorbikes of organizations and individuals in centrally-run cities; provincial cities; towns where the provincial People's Committee is headquartered shall pay the first registration fee at a rate of 5%; for motorbikes paying the registration fee for the second time or more, the fee shall be 1%. In case the owner of the property has declared and paid the registration fee for the motorbike at 2%, then transferred it to an organization or individual in the above-mentioned area, the registration fee shall be paid at a rate of 5%.

Cars, trailers or semi-trailers pulled by cars, similar vehicles the tax rate is 2%.

In particular, passenger cars with 9 seats or less pay the first registration fee at a rate of 10%. In case it is necessary to apply a higher fee to suit the actual conditions in each locality, the People's Council of the province or centrally-run city shall decide to adjust the increase but not to exceed 50% of the general regulation.

Passenger cars with 9 seats or less pay registration fee for the second time onwards at a rate of 2% and applied uniformly nationwide.

Based on the type of vehicle recorded in the Certificate of Technical Safety and Environmental Protection issued by the Vietnamese Registry, the tax authority determines the registration fee for automobiles, trailers or semi-trailers pulled by automobiles, and similar vehicles according to regulations.

For replaced shells, frame assemblies, and engine assemblies that must be registered with the competent state agency, the corresponding registration fee level for each type of asset shall be applied.

The maximum registration fee for assets is regulated at 500 million VND/asset/registration, except for passenger cars with 9 seats or less, airplanes, and yachts.

The Decree takes effect from January 1, 2017.
