Uncle Ho taught, “If you want people to follow you, you must set an example first.” In the current situation where a number of cadres and party members have degraded in political ideology, morality, and lifestyle in the Party and society, the role of leaders in setting an example becomes even more important to regain trust and attract people to follow.

From the practice and experience of implementing Directive 03-CT/TW dated May 14, 2001 on "Continuing to promote studying and following Ho Chi Minh's moral example" in recent years, to promote and improve the effectiveness of studying and following Uncle Ho, implementing his teachings in his Testament, it is necessary to continue to focus on doing well a number of points.

Firstly, correctly perceive Ho Chi Minh's thought on the position, role and task of moral education, fighting against moral and lifestyle degradation.

President Ho Chi Minh's testament advised: "Every party member and cadre must be truly imbued with revolutionary ethics, truly thrifty, honest, impartial and selfless. We must keep our Party truly clean, and must be worthy of being a leader and a truly loyal servant of the people." He also advised to educate the younger generation, union members and youth in ethics, and to educate and help victims of the old social regime to become honest people.

Second, thoroughly grasp the Party's viewpoints, make studying and following Ho Chi Minh's moral example a regular and important task of every Party organization, government, and mass organization, in the daily life of cadres, Party members and all people.

Studying and following Ho Chi Minh's moral example is the responsibility of the entire political system, of each person, each position, each job title. For cadres and party members in leadership positions, the responsibility must be even higher. Studying and following Uncle Ho must begin with the most specific, simple, and smallest daily tasks.

Cadres and party members, especially leaders and key leaders at all levels, need to uphold their sense of responsibility, fight against individualism, resolutely fight against all negative manifestations, bureaucracy, and waste; be close to the people, respect and listen to their opinions, match words with actions, and be worthy of being "leaders and loyal servants of the people" as Uncle Ho advised.

Third, closely combine the implementation of Directive 03-CT/TW with solving some urgent issues on Party building according to Resolution of the 11th Central Committee, Session 4, "Some urgent issues on Party building at present".

At all levels, select a number of key issues, limitations and shortcomings that need to be overcome, especially outstanding ethical and lifestyle issues that cause public outrage; have specific plans and measures to overcome them, assign leaders to be in charge; focus on resolving them thoroughly, creating trust for cadres, party members and the people.

Fourth, combine construction and prevention, strictly implement Party discipline, State laws, and the exemplary responsibility of leaders.

Setting an example is one of the principles of ethical practice in Ho Chi Minh's ethical thought. Uncle Ho taught, "If you want people to follow you, you must set an example first."

He promoted the action of “party members go first, the country follows”. In implementing Directive 03-CT/TW recently, the Secretariat issued Regulation 101-QD/TW on setting an example for cadres and party members, especially leaders, in practicing ethics.

In fact, in many places, Party committees have issued specific regulations on setting examples and directing implementation, along with registration, inspection, and supervision mechanisms... which have brought about very positive results.

In the current situation where a number of cadres and party members have degraded in political ideology, ethics, and lifestyle in the Party and society, the exemplary role of leaders becomes even more important to regain trust and attract people to follow.

To achieve concrete results in setting an example, cadres and party members must register in advance, develop a program and plan to strive, and receive the help of inspection and supervision from the party organization and the people's comments.

Fifth, put the content of studying and following Ho Chi Minh's moral example in implementing Resolution 9 of the 11th Central Committee on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development".

Resolution of the 9th Central Conference, 11th tenure on “Building and developing Vietnamese culture and people to meet the requirements of sustainable national development” has repeatedly emphasized ethics and studying and following Ho Chi Minh's moral example and determined the goal: “Building a comprehensively developed Vietnamese culture and people, aiming at truth-goodness-beauty, imbued with national spirit, humanity, democracy and science. Culture truly becomes a solid spiritual foundation of society, an important endogenous strength to ensure sustainable development and firmly protect the Fatherland for the goal of a rich people, a strong country, democracy, fairness and civilization”.

Promoting and improving the quality and effectiveness of studying and following Ho Chi Minh's moral example is to contribute to the successful implementation of the cause of building and firmly defending the country.
