To increase salary, we must streamline the payroll.
The very limited increase in basic salary requires us to step up our determination to streamline the apparatus and increase work efficiency.
According to the resolution just passed, the National Assembly assigned the Government to adjust the basic salary from 1.3 million VND/month to 1.39 million VND/month from July 1, 2018.
Salary increase is the best news for salaried workers, but many people receive it indifferently, because compared to the effort and current prices, the increase is nothing; or for some people, salary means nothing, they earn much more from other sources.

The salary increase for each person may be small, but it is a huge effort by the Government when it has to pay salaries to a very large and cumbersome apparatus of officials and civil servants.
The National Assembly's Resolution once again affirms that salary increases must be thoroughly combined with cost savings, organizational restructuring, staff streamlining, and ensuring self-balancing of spending increases due to adjustments to basic salary levels within the assigned budget estimates.
Everyone understands that with the current system, no budget can afford it. And with the current way of paying salaries, it is still not fair, civil servants do not have enough to live on, and more importantly, the salary is not paid according to the job position, not according to the value of the labor and contribution of the workers. Because in the system, there are more than 30% of civil servants who "go to work with an umbrella in the morning and come home with an umbrella in the evening" but still receive their salary every month. Many people hope that the process of streamlining the payroll and streamlining the system will soon eliminate such weak civil servants and public employees from the system so that they can use that money to pay the salaries of those who actually work.
It is easy to say but very difficult to implement. For decades, we have been streamlining the payroll and apparatus, but it has not been effective. The administrative and management apparatus, which receives salaries from the State budget, is increasingly bloated.
Why is that? Because we do not have a standard measure to eliminate incompetent people from the system. We have strict evaluation and recruitment boards, but the decisions are still based on "relationships and money", so many people who pass the civil service exam with high scores do not meet the job requirements.
A series of consequences that haunt us come from the recruitment, evaluation and removal of officials and civil servants that have not been seriously implemented. If there were a truly transparent and competitive game, surely no one would have to complain about the efficiency of the apparatus anymore. We do not need to study far, let's look at the management and use of labor of private enterprises and foreign enterprises to see clearly.
They have a very transparent and worthy salary and bonus system for those who really work; there is elimination if the worker does not meet the job requirements. Once in such a machine, if each individual does not try, does not adapt, does not cultivate to progress, he will be "kicked" out of the machine at any time.
As for State agencies, including State-owned enterprises, for a long time now we have created a harmful indulgence that has caused the whole machine to stagnate. Those who do well and those who do not do well receive the same salary, and the year-end bonuses are also the same, with the only difference being the title of advanced or excellent worker.
For another year, the National Assembly has assigned the Government to take care of increasing the basic salary for those working in State agencies, which is an extremely difficult and unsustainable concern and balance. It is time, if we want the country to develop, we must create work pressure, evaluate labor and pay salaries according to the job position and capacity of officials. Salary only has the value of promoting productivity and work efficiency when it is paid fairly to workers. As it is now, if we only need to "do our part" to receive a salary, there will be no motivation for anyone to strive, no growth, no revenue for the budget... This vicious cycle will haunt us for a long time./.
