Previously, on the night of July 17, Nguyen Thi Mo and Ms. Pham Thi Phuong (born in 1987, residing in Hamlet 5, Hung Chinh Commune, Vinh City) went to the Vinh City Police Department to report the incident. That same evening, while Mo was driving a motorbike with license plate 37E1-605.33 to Phan Dinh Phung Street (Vinh City), three young men in plain clothes blocked the road, claiming to be police officers, checked their papers and then took the motorbike and left.

During the investigation, the police found that Mo’s report was unfounded. On July 20, the police discovered and seized the motorbike and summoned Mo for questioning. Initially, Mo gave a evasive statement but later admitted that the incident was not true.

According to Mo's statement, because they were neighbors, Mo lent Phuong 10 million VND and took out an installment loan of more than 40 million VND for Phuong at the bank to buy a motorbike. In addition, Mo also took out a daily interest loan of 16 million VND for Phuong.

Recently, Phuong has not paid her installments at the bank and other loans, while creditors often come to collect debts from Mo. On July 17, hearing that Phuong was preparing to leave for the South, Mo came to borrow Phuong's motorbike, which was under her name, with the intention of selling it to get money to pay off the debt.

Mo then took the motorbike to hide under the Cua Nam overpass and told Phuong that he was stopped by three men in plain clothes who claimed to be police officers. Because he did not have any vehicle papers or was not wearing a helmet, he was taken to the police station. On July 18, fearing that the police would investigate, Mo took the motorbike to a soccer field in Hamlet 3, Hung Chinh Commune, Vinh City.
