US exposed for plot to destabilize Cuba
A document related to the US Agency for International Development’s (USAID) $6 million “democracy promotion” program in Cuba was leaked during the transfer to the US Interests Representative Office in Havana (SINA) because it was not encrypted. The El Nuevo Herald reported on November 18 that USAID had prepared a nearly 200-page document detailing the request by 20 non-governmental organizations for funding to train dissidents in Cuba over the next three years.
In addition, the document also mentions budget proposals, methods for assessing progress, and experiences in organizing destabilization programs that have been applied in Cuba under the shadow of the 1996 Helms-Burton Act. The purpose of this program is to facilitate Cuban opposition figures to visit abroad, learn skills, and improve their qualifications in areas related to the development of democracy and the promotion of civil society.
