The provision is contained in a section of the US National Security Appropriations Act for the 2017 fiscal year. According to the text, the bill implies that "registered diplomatic mission employees of the Russian Federation in the United States may not travel more than 25 miles (40 km) from their office buildings during a quarter."
The Russian Foreign Ministry has previously criticized the bill, promising "appropriate responses" if the measures are passed.
