(Baonghean.vn) - Continuing the program of monitoring the implementation of the Provincial People's Council's Resolutions on the collection of some fees and charges, on the afternoon of March 27, the Provincial People's Council's Economic - Social Committee led by Mr. Tran Quoc Chung - Deputy Head of the Economic - Budget Committee conducted monitoring in Nam Dan district.

After visiting a number of upgraded and renovated traffic works using the road maintenance fund in Kim Lien commune, the monitoring delegation had a working session with the People's Committee of Nam Dan district.
In general, the collection of road use fees for motorbikes and scooters in the district did not meet the plan. Specifically, in 2013, due to late implementation at the provincial level, the total revenue only reached 25% of the plan, equivalent to nearly 489 million VND out of the target of 1 billion 960 million VND; in 2014, the revenue reached 84%, equivalent to nearly 1 billion 644 million VND. The revenue retained in the area was not much, only more than 318 million VND.

However, thanks to the exploitation of the provincial road maintenance fund, the district has been implementing two projects, including repairing and renovating Xo Viet and Road 540 in Kim Lien commune; repairing the roadbed and construction on Le Hong Son Street. The total project capital is more than 90 billion VND, of which the allocated fund is nearly 13.3 billion VND.

At the meeting, Nam Dan district also shared some difficulties and problems in collecting road use fees, in which the main reason is that there are no sanctions to punish vehicle owners who do not pay fees and the commune-level authorities have not taken drastic action. At the same time, it is proposed that the province should increase the rate of road use fee collection for the district to maintain and repair damaged and degraded commune roads, and at the same time have funds for propaganda and reward work.

From the issues raised, the monitoring team suggested that Nam Dan district coordinate with all levels and sectors to review and count the exact number of vehicles, thereby building a plan to collect tolls accurately. At the same time, continue to have solutions to urge to collect road use fees according to the plan, especially the 9 communes that did not collect in 2014. Pay attention to perfecting the management board for collecting, managing and using the road maintenance fund at the district level, increasing responsibility and operational efficiency. Proactively set up projects that need maintenance and repair in the area to include in the annual plan, contributing to improving the traffic system in the district, creating convenience for people to travel. Pay attention to fully and correctly implementing the construction process of projects using the road maintenance fund, paying special attention to the quality of the projects.
