The plan also sets a target of mobile coverage to over 90% of the country's population by 2015, and over 95% by 2020.

Strive for the telecommunications growth rate to reach about 1.2 - 1.5 times the GDP growth rate by 2020. Total telecommunications revenue will reach 15 - 17 billion USD, accounting for about 6 - 7% of GDP.

Forming 3-4 strong telecommunications corporations and groups

According to the Plan, in the coming time, the telecommunications market will be restructured on the basis of reorganizing telecommunications enterprises, especially inefficient state-owned enterprises, in the direction of allowing the transfer, purchase, and merger of telecommunications enterprises to form 3-4 strong corporations and groups, operating in the direction of specialization and professionalism on the basis of effective use of telecommunications infrastructure, resources and assets.

In addition, the development of broadband access networks to households will be promoted on the basis of prioritizing the development of wired access networks (copper cables, fiber optic cables). Coverage will be expanded and the efficiency of the third generation (3G) mobile information system will be improved to provide wireless broadband access to individuals anytime, anywhere.

From 2020, consideration will be given to re-arranging frequency bands currently used for second-generation mobile communication systems, terrestrial analogue radio and television broadcasting for use in next-generation mobile communication systems.

One of the organizational solutions to implement the above Planning is to complete the restructuring of the Vietnam Posts and Telecommunications Group and the Military Telecommunications Group in telecommunications activities to improve competitiveness and ensure the production and business efficiency of enterprises.
