On August 5, Prime Minister Nguyen Tan Dung signed and issued a Directive on strengthening management and reforming administrative procedures in the fields of tax and customs.

According to the Directive, Prime Minister Nguyen Tan Dung requested ministries, agencies and People's Committees of provinces and centrally-run cities to resolutely and effectively implement Resolution No. 19 dated March 18, 2014 of the Government on key tasks and solutions to improve the business environment, enhance national competitiveness and the Government's Resolutions on simplifying administrative procedures, focusing on promoting reform of administrative procedures related to the tax and customs sectors.

Coordinate with the Ministry of Finance to direct the promotion of measures to combat tax losses, transfer pricing, and manage lump-sum tax collection more drastically and effectively; strengthen inspection and control to prevent and combat smuggling and trade fraud.

The Prime Minister requested the Ministry of Finance to direct the General Department of Taxation and the General Department of Customs to strive to exceed the 2014 state budget revenue estimate; speed up the implementation of solutions and procedures to support and help damaged businesses in some localities; cut unnecessary administrative procedures in a simple, public, transparent manner, creating favorable conditions for business production and business, and at the same time strengthen post-inspection.

Regarding the process and procedures for tax declaration and payment, the Directive requires reducing the time for tax declaration and payment to reach the average level of the ASEAN-6 group of countries; striving to have 95% of enterprises declare taxes electronically by the end of 2014, 15/63 localities implementing electronic tax payment and 63/63 localities implementing it in 2015; cutting at least 50% of the number of hours for tax administrative procedures, striving to reach the average level of the ASEAN-6 group of countries by 2015 (171 hours/year).

In addition, the Directive also requires the public disclosure and transparency of tax and customs administrative procedures and processes on the internet; effective implementation of the one-stop-shop model; promotion of tax and customs inspection and audit; increased investment in modern equipment; and rectification, arrangement and organization of tax and customs officials and civil servants to meet requirements and tasks in the new situation.

The Prime Minister's Directive also requires the Ministry of Natural Resources and Environment to build and complete the national land database; the Ministry of Planning and Investment to study and amend regulations on conditions for establishing new enterprises; the Government Inspectorate to study and coordinate with relevant ministries and branches to issue regulations on coordination in inspections at enterprises to ensure avoiding duplication and overlap with tax and customs inspections.

Vietnam Social Security will coordinate with the Ministry of Finance, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Health to study and amend the administrative procedures for collecting and paying social insurance and health insurance so that by the end of 2014, the number of times and hours for paying social insurance and health insurance will be reduced by 1/3 and 50%, respectively, compared to present.
