2017 increases hospital fees for people without health insurance cards
It is expected that the joint ministries will issue a maximum price including direct costs and salaries for people without health insurance cards - equal to the price for people with cards.
In 2017, the Ministry of Health and the Ministry of Finance will issue a Circular regulating the maximum price, including direct costs and salaries for people without health insurance cards (not calculated correctly, only 4/7 factors are calculated). This process is to ensure equality, the same price between people with health insurance cards and people without cards; only the payment is different.

People with health insurance cards are paid by the health insurance fund (except for the co-payment of some groups and some services, medicines, and supplies not covered by the fund). People without cards must pay themselves. Then people will see the benefits of health insurance and participate.
People without health insurance cards are currently paying according to the price list issued in 2006 and 2012, which does not include direct costs and salaries, so it is lower than the health insurance medical examination and treatment price. According to Decree 16, by 2016, the price must include direct costs and salaries. Therefore, the implementation roadmap for prices for people without health insurance cards is slower than the time prescribed by the Government.
The purpose of this adjustment is to move towards universal health insurance. To date, 81% of the country's population has participated in health insurance.
In addition, the joint ministries are also finalizing to issue a circular regulating the price framework that fully calculates cost factors to apply to those who seek medical examination and treatment upon request... In 2017, the health sector will continue to implement the salary-based price for people with health insurance cards in the remaining 27 provinces and cities. It is expected to be implemented in the first quarter and early second quarter.
