(Baonghean)Just two months after implementing self-criticism and criticism according to Central Resolution 4, Nam Dan has made noteworthy positive progress, with results achieved in several urgent tasks. This is the result of thorough preparation, conducted in a spirit of facing the truth, being serious and open-minded, clearly identifying five urgent issues that need immediate attention after the review, and assigning specific responsibilities to individuals in charge of each field and area, with plans for rectification and improvement…

Some issues that Nam Dan has implemented since the review conference in accordance with the spirit of Central Resolution 4 have yielded positive results, such as: completing the repair of the damaged road section in front of the Phan Boi Chau Memorial House; completing the procedures and preparing for the commencement of construction of the road leading to the District General Hospital, with a total investment of over 5 billion VND. These are two road sections that the people have been complaining about and requesting for many years.

Prominent and long-standing issues that have attracted public attention are gradually being resolved. For example, the land allocation issue for Ms. Nguyen Thi Van in Van Dien commune, which had dragged on for nearly 10 years, has been resolved; and the land clearance process has been completed to allow investors to commence the Nam Dan Center Commercial Center project. Regarding administrative reform, following the direction of the District Party Committee Standing Committee, the District People's Committee has concretized the installation and completion of equipment to bring a modern "one-stop" transaction center into operation; and applied the M-office system for transferring and sending official documents from the district to the grassroots level and vice versa. Particularly, efforts have been made to enhance the sense of responsibility and public service ethics of district-level officials and civil servants. In implementing Resolution No. 4 of the Central Committee, officials and civil servants from the district level to the grassroots have become more rigorous, cultivating and refining their ethics and lifestyles to continuously improve their leadership and management capabilities, innovate working methods and perspectives, especially in resolving pressing issues, addressing problems related to the people, and working with subordinates.

The service spirit of the staff and civil servants improved after the review.

At the Party Committee of Nam Dan Town, the most noticeable change after the review was the focus on addressing environmental issues and administrative reform. Visiting Nam Dan Town now, one can see that along both sides of National Highway 46 passing through the town, there are no longer the unsightly garbage dumps that had previously caused frustration for many tourists. At the town headquarters, the one-stop service center was crowded with people conducting transactions, and what we sensed was the satisfaction evident on everyone's faces.

Meeting Mr. Tran Thanh Luyen from Yen Khanh ward who came to complete procedures, he said: “Previously, when people had matters to attend to at the commune office, many were dissatisfied. Officials often arrived late and left early, making people wait. The spirit and attitude of the officials were not dedicated and conscientious, so the guidance and explanations to the people were not thorough, and people had to repeat the process and make many trips before they could get things done. Now, we people say that it's like a miracle that has completely changed the way and attitude of the town's officials interact with the people, being more polite, dedicated, and responsible.” Comrade Ngo Quang Hung – Secretary of the Party Committee of Nam Dan Town, said: “Among the issues addressed immediately after the review, some contents require time to resolve, but for those that can be addressed immediately, the Party Committee has focused on creating a change right after the review.”

Comrade Thai Thanh Quy – Secretary of the Nam Dan District Party Committee affirmed: “Based on the results of the review of the District Party Committee Standing Committee, after the review, all organizations have assessed and re-evaluated themselves, identified key issues to put on the agenda, found causes and remedial measures. The working atmosphere is more open, sharing, and understanding; self-awareness in work is higher, and consensus is better in carrying out political tasks.”

Alongside the above tasks, the Standing Committee of the District Party Committee also reviewed regulations, promptly supplementing the working regulations of the district Party committee, regulations on personnel work, regulations on decentralization and personnel policies, clearly defining the scope and responsibilities of the collective and individuals of the Standing Committee and the head of the organization. The district also reviewed the planning, training, fostering, rotation, and promotion of cadres to ensure a rigorous process; linking personnel work with ideological work. As a result, after the review, the rotation of two positions was carried out after democratic discussion and high consensus by the Standing Committee; the rotated cadres felt comfortable and secure in their work. Cadre evaluation also became more substantive, ensuring objectivity, democracy, and accuracy. Currently, the Standing Committee of the Nam Dan District Party Committee is preparing to accurately evaluate 10 years of implementing the cadre rotation scheme; from there, it will supplement, develop, and implement a new scheme. At the same time, direct agencies, departments, organizations, and Party committees at all levels to conduct reviews and complete them on schedule.

The movements following the self-criticism and criticism review in accordance with Central Resolution 4 in Nam Dan district are only the initial steps. In the coming time, in addition to successfully completing the five tasks that need to be done immediately after the review, the Standing Committee of the Nam Dan District Party Committee will continue to overcome the limitations and shortcomings pointed out at the review meeting of the District Party Committee on all three urgent issues of Central Resolution 4, in order to create a strong transformation in the implementation of the local political tasks and Party building work, bringing Nam Dan to strong development and becoming a prosperous district.
