On the afternoon of February 8, under the chairmanship of Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, the Provincial People's Committee gave opinions on the construction planning project of Nam Dan district until 2035.

Nam Dan is the hometown of President Ho Chi Minh, has the special national relic site Kim Lien, attracting a large number of tourists, Nghe An province; Has a favorable geographical location, terrain, landscape and environment; Has a lot of land for development, rich natural landscape with diverse tangible and intangible cultural values, which are important premises for Nam Dan district to develop to a new height, in line with the development orientation of the province; Has the Hanoi - Vientiane route running through, is a convenient traffic connection creating momentum for Nam Dan to develop.

However, the technical infrastructure system needs a lot of investment, lacks transportation links, especially connections with tourist areas, lacks social infrastructure, lacks sustainable development strategies, lacks investment resources...

Therefore, planning is to create a legal basis for implementing and managing urban planning, new rural construction planning, industrial planning, services, agricultural areas, etc. as a premise to attract investment for development in Nam Dan district.

According to the report of the Urban Design Research Institute, the urbanization rate by 2035 is about 35%. Nam Dan forms 3 urban development areas: Nam Dan Town (Type IV urban area) (Towards developing into a town in the future); Nam Giang Town (Type V urban area); Phuc Cuong Town (Type V urban area). With 3 urban development areas, it will create a balanced development momentum for the residential areas of the district.

The plan proposes 3 spatial development zones in the direction of both connecting with the overall development of Nghe An province and effectively utilizing the potentials of the area. Specifically: Spatial orientation of zone 1 - semi-mountainous area along the foot of Dai Hue mountain, including 7 mountainous and semi-mountainous communes: Nam Hung, Nam Nghia, Nam Thai, Nam Thanh, Nam Xuan, Nam Linh. Area of ​​over 10,421 ha.

Spatial orientation of region 2 - the central region includes 8 communes and 1 town: Van Dien, Xuan Hoa, Hong Long, Hung Tien, Xuan Lam, Kim Lien, Nam Cat, Nam Giang with a total area of ​​over 8,251 hectares.

Spatial orientation of region 3 - the right bank of Lam river includes 8 communes: Nam Thuong, Nam Tan, Nam Loc, Khanh Son, Nam Trung, Nam Cuong, Nam Phuc, Nam Kim. Area of ​​over 10,568 ha.

Cultural and tourism development is the driving force for development.

Commenting on the planning, the leader of the Department of Construction said that Nam Dan is the first district in the province to have a regional plan. However, the plan has not stated the reason for building a new plan; the basis for building (Nghe An has 7 regional plans; the regional plan is implemented according to the Law on Urban Planning); What is the driving force of the plan? The driving force of Nam Dan is tourism development, so it needs to be included in the plan and have solutions for implementation.

In addition, the opinions of departments and branches are that Nam Dan needs to pay attention to investing in transport infrastructure, taking cultural tourism as the development orientation; it is necessary to add the planning of heritage and tourism areas to the Nam Dan regional planning. Comrade Nguyen Duc An - Deputy Director of the Department of Transport: In the development orientation of the region, the planning that has been built has not been followed or updated. Nam Dan district has National Highway 46C, 46D, Yen Xuan bridge, Nam Dan bypass... but has not been included in the planning.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien emphasized: The planning of Nam Dan district construction area to 2035, scale 1/25,000 is very necessary and urgent, especially in the coming period, the trend of urbanization and economic restructuring of the district will take place very strongly. The planning of Nam Dan district construction area will be the basis for more and more effective urban and rural management. Complete the goal of the district meeting the model rural standards, striving to be in the top of the district block in the whole province.

The Vice Chairman of the Provincial People's Committee emphasized: Nam Dan develops tourism associated with spiritual culture, high-tech agriculture development is the driving force for development. He requested Nam Dan district and the consulting unit to update plans related to tourism, culture, transportation, etc., based on the opinions of delegates to supplement and complete the construction planning of Nam Dan district.
