Male student hospitalized for poking balloon on power line

At 6:15 p.m. on February 20, Dao Danh Manh, an 8th grade student at Thi Luu Secondary School, son of Dao Danh Ky in grade 4, Do Luong town, was electrocuted and had to be hospitalized.
It is known that Dao Danh Manh was playing with a balloon on the second floor of his family's house. Because the balloon got caught on an electric wire close to the second floor railing, Manh used a hollow stainless steel bar about 1 meter long to poke the balloon.
However, the stainless steel bar touched two high-voltage bare electric wires. The electricity short-circuited, exploded, and transmitted shock to Manh's arm, causing him to fall backwards onto the second floor lobby. The fire scorched the stainless steel bar, and Manh's arm was severely burned.
Due to an electrical short circuit that exploded, people discovered and promptly took Manh to the hospital. The short circuit also caused a power outage in the entire block 4 - Do Luong town.
