On the afternoon of July 13, the People's Committee of Loc Tien Commune (Phu Loc District, Thua Thien Hue Province) announced that the police of this commune had just controlled an unidentified young man carrying a weapon and behaving abnormally, suspected to be high on drugs.
At 8:15 a.m. the same day, residents of Loc Tien commune discovered a young man traveling on a sleeper bus running the North-South route and getting off the bus near gas station No. 17 on National Highway 1A, in Loc Tien commune.
