At 4:30 p.m. on November 18, 2013, criminal investigators from the Criminal Investigation Team on Social Order, Con Cuong District Police suddenly raided and caught 6 subjects gambling in a shack deep in the forest in Tat village, Chi Khe commune. Expanding the investigation, the police arrested 2 more subjects, Phan Dang Hoa (born in 1972), and Cao Xuan Danh (born in 1970), both residing in Con Cuong Town. These two subjects fled after discovering the police force.

The seized evidence included 3 lottery boards, 3 mobile phones of various types, and 10,570,000 VND. On November 30, Thai Hoa Town Police caught red-handed 5 female subjects aged 30-42, all residing in Dong Hong hamlet, Dong Hieu commune, for gambling in the form of lottery numbers. The seized evidence included 13 lottery boards, 1 lottery cable, 8 mobile phones, and 190 million VND. Previously, on November 19, in a field in Hamlet 9, Nam Loc Commune, Nam Dan District Police discovered and caught red-handed a gambling case in the form of buffalo fighting involving 3 subjects Nguyen The Vinh, Nguyen Van Hoang, both residing in Thanh Chuong District, and Tran Van Hoa in Nam Dan District; confiscated evidence included 2 buffaloes, 3 cars, and 2.7 million VND...

According to a criminal investigator with a lot of experience in fighting gambling crimes, the recent cases discovered and arrested show that the subjects involved in gambling use very sophisticated tricks such as choosing gambling locations far from residential areas, in deep forests, in deserted fields... to organize criminal activities; at the same time, organizing people to keep watch, guard, and strictly protect to fool the authorities. Notably, the subjects participating in these social evils are not only young people who love to play and compete to violate the law, but also include women, officials, party members, civil servants, teachers, and those who collude with outsiders. The case of Thanh Chuong District Police in coordination with Thanh Ha Commune Police discovering and catching red-handed 4 gamblers engrossed in gambling at Mr. Nguyen Van Tuy's house (Rong Market, Hamlet 2, Thanh Ha Commune), including the participation of 1 teacher and 1 staff member of Thanh Ha Secondary School on November 23, is a typical example.

Gambling, participating in gambling and organizing gambling are not only social evils, violations of the law but also bring about serious consequences, which are the cause of serious cases arising during gambling, grudges, conflicts in the form of "bitterness", "gains and losses" with each other.
