… It can be said that in the past year, the inspection work of Party committees and inspection committees at all levels has made a great contribution to the success of the province, contributing to maintaining discipline and law, maintaining the Party's regulations and discipline. During the inspection process, many organizations and units handled violations seriously, responsibility did not chase after achievements, for example:The Vinh City Party Committee has been very bold in handling violations, not for achievements, with the view that it is better to not be strong this year to create the premise for strength in many years to come.

During the year, Party committees at all levels inspected 2,448 Party organizations and 3,470 Party members; supervised 3,160 organizations and 7,932 Party members. Through inspection and supervision, good examples were discovered and commended, suggestions were made, criticisms were made, reminders were made, and corrections were made to overcome shortcomings and defects of cadres and Party members. Party discipline was strictly implemented. Party committees at all levels disciplined 30 Party organizations and 591 Party members, and district-level inspection committees (and equivalent) disciplined 148 Party members... contributing to preventing and limiting violations, fighting corruption, and building a clean and strong Party.

Party committees and inspection committees at all levels have proactively developed and effectively implemented inspection and supervision programs, focusing on sensitive areas and fields where violations are likely to arise, and places with public opinion; focusing on inspection and supervision of the implementation of Party policies and resolutions; and the implementation of programs and projects on working regulations according to the Resolutions of Party Congresses at all levels. Especially after reviewing in the spirit of Resolution 4 of the Central Committee, the inspection work has focused on existing shortcomings and limitations to rectify and overcome them, contributing to enhancing people's trust in the Party, the State and organizations in the political system. Thanks to that, despite many difficulties, problems arising in the area have been promptly and effectively resolved, consolidating peace for the people, with great contributions from the Inspection sector.

The achievements and contributions of Party committees and inspection committees at all levels in 2013 were approved and commended by the Standing Committee of the Provincial Party Committee. However, there are still some shortcomings and limitations. The Standing Committee of the Provincial Party Committee recommends that Party committees and inspection committees at all levels pay attention to the following shortcomings:

- Firstly, the leadership and direction of some Party committees towards inspection and supervision work is not good. Some units only approve the work program of the inspection committee, but do not have an inspection and supervision program of the Party committee, do not have a regular program of work, listening, and direction of the Party committee with inspection, which means that the Party committee only delegates authority and leaves it to the inspection, which is not good, not right.

- Second, the coordination between the inspection committee and some agencies is not good, in some areas there is still overlap, for example, the situation of one unit being inspected by many agencies, causing difficulties and troubles for the facility. Or in the review and evaluation of units, at the end of the year there is still a situation where some units on the inspection side propose discipline, while the organization side proposes rewards. This has both the responsibility of the Party Committee and the responsibility of the inspection.

- Third, after inspection, some places show signs of avoidance, playing it easy, and not handling the matter thoroughly, leading to the phenomenon of the grassroots doing it and then suing the higher level, the higher level doing it and then suing the province... creating a long-lasting chain reaction.

2014 is the year of acceleration to break through to complete the goals and targets of the 5-year journey of implementing Resolution 17 of the 5-year Plan for the period 2011-2016, while assessing that the economic situation will face many difficulties, both objectively and subjectively. Therefore, it is recommended that inspection committees at all levels must have great determination, in the spirit of being the advisory body of the Party Committee in the field of inspection and examination.

Therefore, in 2014, Inspection Committees at all levels need to:

Firstly, do a good job of inspection and supervision by Party committees according to the Party's regulations. It is necessary to coordinate well with propaganda and ideological work to do a good job of propagating the Party's guidelines, policies, and resolutions, and the State's laws, especially the Party's new documents. In particular, note two issues: first, this year we summarize 30 years of innovation, from the perspective of inspection work, after 30 years of innovation, what contributions has the inspection work made, what lessons have been learned, what shortcomings and shortcomings need to be overcome, and in the future, advise the Party on how to innovate the inspection work, so that the inspection work becomes increasingly effective. Second, we request that leaders of Party committees at all levels direct the acceleration of the implementation of dissemination and study of the latest documents, such as the new Constitution, some documents related to the Land Law, etc., so that cadres, Party members, and people understand the law, grasp the State's policies and guidelines to reduce violations. Therefore, it is necessary to direct well the inspection work in coordination with the Party building committees to create synchronous changes to enhance the position and leadership role of the Party organization, while contributing to the good performance of the responsibilities of each committee. The Provincial Party Committee Standing Committee recommends that Party committees at all levels assign the inspection committee to advise on the inspection program of the Party committee, approve the inspection program of the Inspection Committee and have a periodic work program to review, correct and direct in a timely manner.

Second, the inspection contents in 2014 should be selected with few but quality tasks and completed to the end, after the inspection, supervision should be performed to see if there is implementation, if there is any change, the inspection and supervision contents must adhere to and serve the leadership and management program of the Party Committee. It is necessary to focus on resolving the backlog after the review in the spirit of Resolution 4 of the Central Committee, which is changing slowly. Currently, the district-level Party Committee has only 44.6% of the problems and shortcomings raised have been resolved; the department, branch and sector level has 46%, both levels have not exceeded half. Therefore, the inspection must get involved, actively supervise and inspect the problems and shortcomings that have been resolved after the review of Resolution 4 of the Central Committee, and clarify the responsibilities of the collective and individuals.

Third, the Party Committee needs to actively coordinate with propaganda to effectively implement Directive 03 on "Studying and following Ho Chi Minh's moral example", sticking to the annual theme to direct, inspect and supervise the implementation of Party organizations and Party members.

The fourth task that the Party Committee needs to focus on is to review the outstanding issues from the beginning of the term to now to concentrate forces, assign Party Committee members, assign comrades in the Standing Committee and in the leadership to inspect and consider resolving them neatly.

Regarding the responsibility of the Inspection Committee, the Provincial Party Committee Standing Committee proposed to adhere to Article 32 of the Party Charter to both perform the functions and powers prescribed by the Party Charter and perform the advisory functions and powers for the Party Committee; at the same time, well perform the tasks assigned by the Party Committee at the same level and the Inspection Committee at a higher level.

It is necessary to strengthen the grassroots, detect the situation, check for signs of violations to conduct inspections, supervision and help the Party Committee to review, resolve, remove, especially prevent, not to be surprised, run after, not to lose organization, cadres, lose the movement. From a professional perspective, the Standing Committee recommends that the Inspection Committee must connect with sectors with the same functions such as the State Inspectorate, Audit, Internal Affairs Committee, some supervisory activities of the committees (Provincial People's Council) to build a suitable and practical program, avoiding overlap, duplication, causing trouble and difficulties for the grassroots. The inspection and supervision program must ensure that it both helps the Party Committee and creates conditions for the grassroots.

Finally, the Provincial Party Committee requires inspection committees at all levels to do a good job of perfecting, consolidating, and improving the quality of specialized teams doing inspection work at all levels, a team that is both proficient in professional skills and has the courage, qualities, and confidence to ensure accuracy, objectivity, and effectiveness when exercising their rights assigned by the Party Charter.

2014 is the year we begin to implement programs, projects, mechanisms and policies to gradually and successfully implement Resolution No. 26 of the Politburo on the direction and tasks for Nghe An development until 2020. The Provincial Party Committee requires the Party Inspection sector of the province to be active, proactive, creative, exemplary and clearly define the sector's responsibilities in implementing Resolution No. 26.
