Improve the quality of forensic examination activities

(Baonghean.vn) -This morning, May 25, the Provincial People's Committee held a meeting on the implementation of the project "Innovation and improvement of the quality of judicial appraisal activities" and launched the Steering Committee for the implementation of the project of the province. Comrade Thai Van Hang - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee chaired.

In 2011 and the first 4 months of 2012, the project "Innovation and improvement of judicial appraisal activities" in the province was gradually implemented. Thereby, it has disseminated and popularized legal documents on judicial appraisal, regulations on the operation of the steering committee; consolidated and perfected judicial appraisal. With 3 judicial appraisal organizations and 96 judicial appraisers, these units have recently appraised nearly 3,000 cases, of which the Department of Health's forensic appraisal has performed 247 cases; the Department of forensic psychiatric appraisal has performed 33 cases; the Provincial Police's Criminal Techniques Department has received and appraised 2,779 cases, contributing significantly to the verification of events in accordance with the provisions of law.

Faced with limitations such as: not yet establishing coordination regulations between appraisal organizations; equipment serving appraisal activities does not meet professional requirements; appraisal organizations have not been completed; implementation of the project "Innovation and improvement of the effectiveness of judicial appraisal activities" in the province is still slow, the activities of the Steering Committee are not timely, members of the Steering Committee still hold concurrent positions...

Concluding the meeting, comrade Thai Van Hang emphasized: in the coming time, the work of judicial appraisal must be paid more attention and further consolidated and improved, it is necessary to focus on and do a good job of propaganda; socio-political organizations need to create conditions for appraisal organizations and appraisers to perform this task well. There needs to be a plan to foster and train professional skills associated with appraisal work; the Provincial Police and the Department of Justice need to take the lead in developing coordination regulations to apply generally to agencies that request appraisals; the Department of Justice has a plan to inspect and check appraisal activities, and build a roadmap for the network of appraisers, to best serve the work of judicial appraisal in the province to achieve the highest efficiency.
