At the electric meter inspection department of the Measurement Department - Department of Standards - Measurement - Quality (Department of Science and Technology), next to the inspection tables are boxes of meters that have been and are being inspected, neatly arranged according to the order of the inspection process. Electric meter inspection is one of the important tasks of the Department of Standards - Measurement - Quality. To meet the increasing requirements of this work, the Department has invested in purchasing modern machinery and equipment and expanding inspection activities at Quality Measurement Stations in the districts to better serve customers. Particularly at the Department of Standards - Measurement - Quality, there is an electric meter inspection department equipped with 3 sets of single-phase and 3-phase fixed electric meter inspection tables. Each inspection set is equipped with optical readers and high-precision electronic sample meters and each table can simultaneously inspect 10-12 meters. In addition to the support of modern machinery and equipment, the qualifications and experience of the inspectors are also very important in accurately calibrating the parameters of the meter. This responsibility is undertaken by qualified and experienced staff in the profession. At the quality measurement stations in Quynh Luu and Yen Thanh districts, thanks to being equipped with modern inspection tables with the participation of qualified and capable inspectors, they have been able to promptly serve the programs and projects to renovate and upgrade the rural power grid system of the Electricity sector. Ms. Hoang Thi Thuy - Head of Yen Thanh Quality Measurement Station said that the station is equipped with a fixed electric meter inspection table, so in the past, the station has promptly inspected electric meters for customers inside and outside Yen Thanh district, creating trust for customers. However, to meet the increasing demand for service capacity, the station needs to be equipped with additional inspection tables and some specialized equipment". It is known that in the first 11 months of 2014, the Department of Standards - Measurement - Quality has inspected more than 20,000 electric meters and issued Inspection Certificates to customers.
According to the provisions of the Law on Measurement, some measuring instruments in group 2 (measurement instruments used to quantify goods and services in payment and purchase, ensuring safety, protecting public health, protecting the environment...) must be inspected and verified, and electric meters are one of the measuring instruments that must be inspected and verified. Mr. Nguyen Van Anh - Head of Electricity Business Department - Nghe An Electricity Company said: "Currently, in the province, customers are using 786,671 electric meters. In the past time, the Department of Standards - Metrology - Quality has also supervised and supported the meter inspection unit of the Electricity industry, helping the Electricity industry strictly carry out periodic electricity meter inspection to better manage customers, while reducing electricity loss. To carry out the inspection and verification as prescribed in the Law on Measurement, the Electricity industry will coordinate with related units to perform the inspection and verification work well". It is known that the Department of Standards - Metrology - Quality will work with Nghe An Electricity to agree on the number of electricity meters that need to be inspected and developed a specific plan to conduct inspection and verification for each appropriate stage.
In response to the need to improve the quality and capacity of electric meter inspection (control inspection and periodic inspection) and other measuring instruments, the Nghe An Department of Standards - Metrology - Quality needs to pay attention and invest in equipment and technical facilities. Mr. Phan Ngoc Quang - Head of the Department of Standards - Metrology - Quality said: "The inspection of measuring instruments, including electric meters, will have great demand and high technical requirements in the coming time, because accurate electronic meters will be used more commonly. The Department is developing a plan to propose to all levels to invest in additional modern and synchronous equipment to serve state management activities, production and business to improve the quality of products and goods".
