Improve the quality of human resources and effectively implement the Project to improve the quality of Nghe An Newspaper.

(Baonghean) -Continuing the meeting of the Provincial Party Committee, this afternoon, August 12, under the chairmanship of comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the Provincial Party Committee Standing Committee listened to and gave opinions on two contents: the program to improve the quality of human resources in the period 2011-2015 and the Project to improve the quality of Nghe An Newspaper in the period 2011-2015 with a view to 2020.

According to the report, after 5 years of implementing Resolution No. 04-NQ-TU dated July 11, 2006 of the Provincial Party Committee, term XVI, on the Human Resources Development Program for the 2006-2010 period, the training and fostering of ethnic minority cadres, female cadres, and promising young cadres have basically achieved the set targets. Many Party committees have issued resolutions on training and fostering cadres; linking planning with the development of training and fostering plans for cadres for the entire term and each year. Regarding training of entrepreneurs, the knowledge target and quantity target have not been achieved. Implementing the project of training high-level technical workers, in 2010, the number of trained workers increased by 2.11 times compared to 2006. Some occupations achieved and exceeded the set targets such as electricity, electronics; automobile technology; transportation and trade services. Regarding the plan to implement phase 2 of the project to improve the quality of education and training, after 5 years of implementation, many targets have been achieved and exceeded the plan, including 4 groups of basic targets that have met the plan: the group of targets for mobilizing students to go to school and implementing the planning of the network of educational and training facilities; the target of ensuring educational quality; the target of building the team and the target of building facilities.

Concluding the program to improve the quality of human resources in the period of 2011-2015, the Provincial Party Secretary requested: It is necessary to plan human resource development; determine criteria and standards; and determine task targets for each type of human resources... The Steering Committee and related departments need to promptly complete the contents for effective implementation.

Also this afternoon, the Standing Committee of the Provincial Party Committee listened to the Editorial Board of Nghe An Newspaper present the project to improve the quality of Nghe An Newspaper in the period of 2011-2015 with a view to 2020. Accordingly, in carrying out its political tasks in the past time, Nghe An Newspaper has done a good job of timely disseminating the guidelines, policies, laws of the State and the province, updating information, reflecting quite comprehensively all aspects of life taking place in the province and outstanding political and economic events in the country and the world. Since 2010, Nghe An Newspaper has increased its print publication to over 10,000 copies/issue, and the number of visits to Nghe An Newspaper online has increased rapidly, currently reaching nearly 13,000 visits/day, with a peak of 26 visits/day.

To improve the quality of content, make it attractive in form, and fulfill its political tasks well, Nghe An Newspaper has improved and innovated the newspaper publishing process, built a core team of contributors; built propaganda according to specialized pages and columns to bring the Resolution into life; maintained columns, which are highly appreciated by readers, people, and public opinion. However, currently, Nghe An Newspaper still has some shortcomings: the content of the newspaper is not rich and attractive, information updates are not quick and timely, there are not many sharp articles, in-depth topics, sharp public opinion orientation, the presentation is not attractive...

To improve the quality of the newspaper in the coming time, Nghe An Newspaper must implement the project of innovation to improve the quality, Nghe An Newspaper must become a prestigious and branded newspaper, a bridge connecting the Party's will and the people's hearts, a Party newspaper always ranked among the top Party newspapers in the country. The project has also specified the roadmap for improving publications such as: Nghe An Daily Newspaper deploys 4-color printing on pages 1 and 4, increases the number of pages distributed; increases the Nghe An weekend page from 8 pages to 12 pages; separates the Mountainous Ethnic Group page into an independent publication; builds a "project to comprehensively upgrade Nghe An Newspaper", opens English and French pages and publishes an additional monthly publication at the end of the month.

Regarding this content, Provincial Party Secretary Phan Dinh Trac requested that the project clarify its structure, implementation content, implementation solutions and recommendations. Nghe An Newspaper is a party newspaper, it is necessary to ensure political content, continue to improve the quality of information, expand other publications to increase attractiveness, and improve the lives of civil servants and public employees. The Secretary agreed to provide newspapers to party cells in kind, and noted that Nghe An Newspaper needs to be widely distributed outside the province. Implementation roadmap for daily newspapers in 2012: add a 7th issue, and by 2013, add a Sunday issue. Regarding facilities, equipment and apparatus, the Secretary assigned specialized departments and agencies to conduct surveys to help Nghe An Newspaper complete the project, ensuring the requirements on facilities and apparatus for Nghe An Newspaper to complete its assigned political tasks./.
