In the first 6 months of 2014, the movement "All people unite to build a cultural life", building cultural villages, hamlets and city blocks continued to be implemented and achieved remarkable results. In the whole province, over 82% of families registered to build cultural families, 819 villages, hamlets and city blocks registered to build cultural villages, hamlets and city blocks; 59 communes registered to build "Communes meeting new rural cultural standards"... Besides, the movement "All people unite to build a cultural life" in residential areas continued to receive attention and direction from all levels, sectors and mass organizations through socio-economic development programs and building new rural areas. The movements "Repaying gratitude", "Fund for the poor" were well maintained. In addition, the fight against social evils in the grassroots residential areas was coordinated and implemented by relevant sectors, achieving remarkable results; contribute significantly to limiting the causes and conditions for crime, creating a healthy environment for organizing cultural activities.
The mass sports and high-performance sports movements continue to be effectively directed by all levels and sectors and attract the attention and participation of a large number of people. The 7th Provincial Sports Congress and the 18th Nghe An Newspaper Cup Youth and Children's Football Tournament were successfully organized. High-performance sports participated in 16 tournaments, winning 98 medals (an increase compared to the previous year). Regarding mass sports, the number of people who regularly exercise is over 31%, sports families are nearly 21%, there are 880 sports clubs of all kinds. In addition, the state management of festivals is increasingly effective, and the socialization of festivals is increasingly promoted. Regulations on implementing cultural lifestyles in weddings and funerals are included in village and hamlet conventions for implementation by localities. Some districts have built a wedding model according to cultural lifestyles such as: Dien Chau, Nghia Dan, Quynh Luu, Thai Hoa Town.
In addition to the positive aspects, the conference also pointed out the shortcomings and limitations in implementing the movement "All people unite to build a cultural life" such as: The direction of the Party committees and the Fatherland Front at all levels in some localities towards the movement has tended to stagnate, the quality of cultural titles is still limited; Cultural and sports institutions have received attention from localities for investment and construction, but the promotion of the use value of the institutions is still limited; the situation of having a third child is increasing and developing complicatedly.
In the coming time, the steering committee of the movement "All people unite to build a cultural life" at all levels will continue to advise Party committees, authorities, leaders, and direct the implementation of improving the quality of the movement, especially recognizing and promoting cultural titles; with the set targets: achieving 79-80% of cultural families, 56% of cultural villages, hamlets, and blocks, and 20.4% of cultural and sports institutions at the commune level meeting the standards according to the province's new criteria.
Concluding the conference, comrade Dinh Thi Le Thanh suggested that in the coming time, the Movement Steering Committee should focus on a number of issues: enhancing the role and responsibility of the members of the Steering Committee, focusing on the areas in charge; relevant departments and branches need to have a close coordination regulation to specify the content of the movement implementation; at the same time, strengthen the direction, inspection, and urging of the grassroots so that the grassroots operate evenly, dynamically, and effectively. The Movement Steering Committee needs to focus on drastic direction to overcome limitations in recognizing cultural titles; implement civilized lifestyles in festival activities, weddings, funerals, etc. accurately review the implementation of the movement's targets. At the same time, review and continue to promote the implementation of models that have been and are being deployed and replicate, promote effective models, not build new models. Focus on promoting the socialization of cultural activities to improve the effectiveness and quality of the movement.
