Improving the quality of Party organizations and Party members: Need for synchronous solutions

After the Resolution 22 of the Party Central Committee (10th tenure) on “Improving the leadership capacity and fighting strength of grassroots party organizations and the quality of party members and cadres”, the provincial Party Committee issued Resolution No. 09 dated March 13, 2012 on “Improving the leadership capacity and fighting strength of grassroots party organizations in Nghe An province, period 2011 - 2015”. Up to now, the grassroots party organization system has had many positive changes in all types and regions. In 2001, the whole province had 1,437 grassroots party organizations, but by the end of 2013, it had increased by 135 grassroots party organizations, eliminating the “blank” grassroots party organizations in communes, wards and towns. Not only has the quantity increased, but the quality has also been improved. In 2001, 63.04% of the Party organizations were clean and strong, and by 2013, it had increased to 68.6%. The majority of the Party organizations have promoted their strengths and innovated their leadership and direction methods, thus creating positive changes in the implementation of political tasks.
In 2001, the whole province had 2.64% of weak Party organizations, 269 hamlets and villages had no Party cells, 147 hamlets and villages had no Party members; by 2013, the rate of weak Party organizations was only 0.13%, only 93 hamlets and villages had no Party cells and 73 hamlets and villages had no Party members. In consolidating Party organizations, Party committees at all levels focused on improving the quality of Party members, promulgating Party member supervision mechanisms and regulating the content and methods of classifying Party members, doing a good job of introducing Party members to their places of residence, bringing the number of Party members who completed their tasks well or better in 2013 to 85.5%, Party members who violated discipline in 2011 was 1.06%, in 2013 it was only 0.27%. To help the grassroots in special areas consolidate and improve the quality of Party organizations, Nghe An has directed the acceleration of rotating cadres to the grassroots. Specifically, 25 border guards were sent to hold the position of Deputy Secretary of the Party Committee of border communes and 77 border guards were sent to participate in party activities in key hamlets and villages, and military working teams were organized to stay in the area and participate in building the grassroots political system. Implementing the project "Bringing university, college and vocational high school graduates to communes", from 2003 to present, Nghe An has received 3,390 people (including 1,117 university graduates, 277 college graduates, 1,996 secondary school graduates) to take on professional positions at the commune level; sending 199 young intellectuals to work in poor mountainous communes and selecting 26 university graduates to become Vice Chairmen of the People's Committees of poor mountainous communes in Tuong Duong, Ky Son and Que Phong districts.
The Party Committee of the Provincial Agencies focuses on issuing and implementing solutions to improve the moral qualities, lifestyle, sense of responsibility and working capacity of Party members and officials; improve the quality of Party cell activities; strengthen the leadership of the Party organization in implementing administrative reforms of the agency. The Party Committee of the Enterprise Sector focuses on leading the development, completion and implementation of coordination regulations and relationships at enterprises such as the relationship between the Party Committee and the Board of Directors, the company director, the Party Committee and the Executive Committee of the Trade Union and the Youth Union; clearly defining the coordination relationship in performing production and business tasks; promoting the pioneering and exemplary spirit and sense of responsibility of cadres and Party members holding key leadership positions at enterprises.
Thanks to the focus on innovation and improving the quality of cadre work, the quality of the cadre team in Tan Ky communes and towns has been improved. The district Party Executive Committee has a university degree or higher, 97% have intermediate political qualifications or higher (of which 83% are senior, bachelor of politics); 92% of district-level cadres and civil servants have university degrees; at the commune and town levels, 78% of key cadres have intermediate professional qualifications or higher (of which 35% are university degrees); intermediate political qualifications or higher account for 84%. Cadre planning has been carried out seriously, linking planning with the arrangement, use, training and development of cadres; cadre evaluation has received attention. In 2013, Tan Ky had 61% of Party cells achieving clean and strong status, no weak Party cells, 77% of Party cells achieving clean and strong status (of which 25% achieved exemplary clean and strong status)...
To improve the leadership capacity and fighting strength of the Party Central Committee, it is necessary to synchronously implement many solutions to solve specific problems: Strengthening care for the quality of Party committees, enhancing the responsibility of the head of the Party Committee; being more active and determined in standardizing and improving the quality and capacity of the grassroots Party Committee cadres; continuing to rectify, innovate, and improve the quality and forms of Party activities, including Party committee activities, grassroots Party committee activities, and Party cell activities; linking the building and consolidation of the Party Central Committee with the completion of regulations on the functions, tasks, and methods of operation of various types of Party Central Committees, improving the quality of Party cells and Party members; completing the operating regulations of the Party Central Committee to define the functions, authority, and responsibilities between the Party organization and organizations in the political system; promoting the role of mass organizations and people of all walks of life in actively participating in Party building; Improve the quality of leadership and direction of grassroots party organizations towards grassroots Party organizations; continue to perfect policies and regimes to ensure they are suitable to new requirements and tasks at the grassroots level.
