Improving the quality of law-making of the Nghe An National Assembly Delegation
This afternoon (December 27), the National Assembly Delegation of Nghe An held a conference to summarize the work of law-making and the activities of law-making collaborators in 2012. Comrade Pham Van Tan - Provincial Party Committee member, Deputy Head of the National Assembly Delegation of the province chaired the conference.
(Baonghean.vn) -This afternoon (December 27), the National Assembly Delegation of Nghe An held a conference to summarize the work of law-making and the activities of law-making collaborators in 2012. Comrade Pham Van Tan - Provincial Party Committee member, Deputy Head of the National Assembly Delegation of the province chaired the conference.
In 2012, the National Assembly Delegation of Nghe An organized many conferences to collect comments on 38 draft laws for discussion and decision by the National Assembly at the sessions. At the sessions, the National Assembly Delegation of Nghe An assigned each delegate to directly research and participate in each draft law, in which many comments from the National Assembly Delegation of Nghe An were accepted and revised by the National Assembly Standing Committee, contributing to improving the quality of the draft laws. The law-making activities of the National Assembly Delegation and each National Assembly delegate also received active and responsible support from law-making collaborators and agencies, units and organizations in the province.

To continue improving the quality of law-making by the Nghe An National Assembly Delegation before the National Assembly, the delegates said: The process of collecting opinions and making laws by the Delegation needs to fully synthesize the opinions of experts in each field as well as the team of collaborators, avoiding wasting the brainpower and intelligence of those who participate in giving opinions. It is necessary to build a team of collaborators in law-making with intelligence, courage, responsibility and regularly update practice to give opinions and participate in making laws close to the needs of life, contributing to improving the quality of draft laws after promulgation. The National Assembly Delegation also needs to have specific mechanisms and policies to promote and exploit the intelligence of the team of collaborators as well as enhance the responsibility of sectors in making laws related to their sectors and fields.
In his concluding remarks, comrade Pham Van Tan emphasized: In 2013, the work of law making continued to receive attention. The Nghe An National Assembly Delegation set a goal of organizing the collection of comments on the draft law more fully, with higher quality and earlier so that the comments of the Nghe An National Assembly Delegation would be accepted by the National Assembly Standing Committee and included in the draft law. To accomplish this task, the National Assembly Delegation will continue to expand its coordination with all levels and sectors, promote the critical role of the Provincial Fatherland Front Committee; promote the responsible contribution of relevant sectors and the team of law making workers in the province. Study the mechanism to build and use a team of experts in the law making force as well as ensure the conditions for the Delegation's law making activities according to current regulations.
