Improve the District Competitiveness Index DCI
(Baonghean) -PCI is an index to assess provincial competitiveness, so it not only receives attention from the leaders of the ranked provinces but also from investors and organizations when considering the environment before making investment and business decisions. Nghe An has many mountainous districts, so the ranking in the PCI index can be affected by the District Competitiveness Index (DCI). Therefore, paying attention to the DCI index is also a solution to make PCI more attractive.
Continuously in the last 2 years (2012, 2013) despite many efforts, the PCI index of Nghe An is still at 46/63 provinces and cities nationwide - average level. Why is that? There are many reasons for the slow improvement of the PCI index of Nghe An, but in our opinion, the reason is that Nghe An is a large and populous province with 21 districts, cities and towns; the area is long, so the perception and sympathy in assessing the PCI index in the business community will encounter many difficulties. Therefore, besides paying attention to improving the PCI index, we should start by paying attention to promoting the improvement of the DCI index.
Up to now, efforts to reform the business environment have mainly been developed from the Central - Provincial - District level. However, in reality, when reaching the district level, the reform spirit is difficult to maintain as desired, due to barriers in mechanisms, procedures, travel distance, the specificity of each region and especially the motivation to promote cadres at this level. In fact, many projects at the macro level and investment principle agreements are implemented very quickly, but when they are down to the department, office or district level, they encounter countless obstacles and barriers. There are also subjective reasons but there are also very objective reasons because of the distance between districts, especially mountainous districts far from the center. For many businesses, it is not simple to meet and work officially with district leaders. To create a synchronous change, there is comprehensive resonance in thinking, methods and measures of organization and implementation, so attention should be paid to assessing the DCI index.
Therefore, it is necessary to have criteria for assessing the competitive environment index at the district level. This not only creates an information channel for management work, but also creates a competitive motivation between districts, cities and towns, and is an environment for exchanging experiences in the process of improving the business environment in each district in the province, and creates uniformity in regulations and resonance in the implementation process to develop the general competitiveness index of the province.
In addition to decentralization in management, the DCI index will point out the limitations and emphasize what the district-level government needs to do to reform in order to improve the quality of economic management and improve the business environment for enterprises located in the area. At the same time, through that, the district-level agency system can grasp the tools to use and implement reform work and how to provide public services to enterprises in the district. In particular, the DCI index will be an effective tool for macro-policy planning, contributing to increasing the motivation for reform and innovation for the leadership team of districts, cities and towns to promptly meet the legitimate business needs of the business community and people.
In the above relationship, the sustainable development of the province is the condition for the development of districts and towns. If we only focus on improving the PCI index without paying enough attention to promoting the development of the DCI index, the development of PCI will certainly not be stable, long-term, and sustainable. At that time, even if there is growth, erratic ups and downs are inevitable.
