Improving provincial public administration governance index
(Baonghean.vn) - On the afternoon of August 11, the Provincial People's Committee coordinated with the Ho Chi Minh National Academy of Politics to organize a workshop on the Provincial Governance and Public Administration Performance Index (PAPI) of Nghe An province. Comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee, Associate Professor, Dr. Nguyen Tat Giap - Deputy Director of the Ho Chi Minh National Academy of Politics co-chaired.
Attending the workshop were leaders of provincial departments, branches, Vinh city and districts, cities and towns; representatives of the United Nations Development Program in Vietnam.

The PAPI Index measures the performance of provincial governance and public administration based on people's experiences and assessments when interacting with local authorities. The PAPI Index is a tool to monitor and supervise the capacity of local governments in governance, state management, policy implementation and public service provision; helping local governments have a basis to adjust and improve work efficiency, better serve the people.

In recent years, the contents of the Comprehensive Program for State Administrative Reform have been comprehensively implemented by Nghe An in the province. Many projects, mechanisms and policies for socio-economic development have been issued and implemented. Administrative procedures in the fields of state management have continued to be reviewed and proposed for simplification; many contents of the Project to promote reform of the public service and civil servant regime have been effectively implemented; the application of IT in state agencies has been promoted...

However, there are still some areas in which Nghe An has achieved low results and is showing a downward trend. This shows that Nghe An’s improvement is not uniform and not yet stable. Authorities at all levels need to make more efforts to meet the requirements and improve people’s satisfaction.

At the workshop, public administration reform experts from the United Nations in Vietnam, representatives of departments, agencies and sectors contributed many opinions, discussed and analyzed specifically the results of the public administration index of Nghe An province as well as the factors affecting the results of that index. From there, they suggested solutions to gradually improve the effectiveness of public administration in the province; enhance the effectiveness of management and operation of local authorities at all levels, helping to increase the level of people's satisfaction with the operation of the government apparatus.
