Improve ethics and professionalism for inspectors
(Baonghean.vn) -In preparation for the 11th session of the 16th Provincial People's Council, term 2011 - 2016, on June 17, the Provincial People's Council's Legal Committee had a meeting with the Provincial Inspectorate on the work of receiving citizens, handling complaints and denunciations of citizens and the work of preventing and combating corruption in the first 6 months of 2014; the implementation of the recommendations of the Legal Committee in 2013.
Through work, the Provincial People's Council's Legal Committee has recorded that in the first 6 months of the year, the number of citizens coming to competent state agencies and submitting complaints, denunciations, reflections and recommendations has increased compared to the same period. Specifically, all levels in the province have received 2,803 citizens, an increase of 1.2% over the same period; received 3,461 complaints, denunciations and reflections, an increase of 8.8%. It is worth noting that out of the total number of received petitions, there were 161 cases under the jurisdiction of management agencies at all levels, including 84 complaints (down 40.4% over the same period); 77 denunciations (down 18.9%). The results of complaint settlement by state agencies reached 81.4%, with 131/161 cases.
Through settlement, violations were discovered and recommendations were made to recover 405 million VND in economic terms; return benefits of 10,936 m2land for citizens. Nine individuals and one collective were administratively disciplined and rights were returned to seven people. Regarding the implementation of the recommendations of the Legal Department related to the authority and responsibility of the Provincial Inspectorate, it was basically carried out quite seriously, except for the content of economic recovery after the inspection conclusions in the years 2008 - 2013 which has not been thoroughly implemented.
In addition to the positive results, the rate of false complaints and denunciations is still quite high, accounting for 76.4% of false complaints and 69.5% of false denunciations. The current mass lawsuits arise mainly due to the limited application of the law to resolve specific land-related issues in localities.
At the meeting, the Legal Committee of the Provincial People's Council also requested the Provincial Inspectorate to analyze and clarify the causes of some limitations, obstacles and difficulties and at the same time have more positive solutions in the current work of handling complaints and denunciations, especially in handling complicated and prolonged cases. Prepare solutions to effectively implement the Law on Citizen Reception, which will take effect from July 1, 2014. Strengthen and improve the moral qualities, bravery and professional skills of inspection staff at all levels.
