Improve the efficiency of basic construction investment
(Baonghean.vn) -After organizing the supervision of the implementation of the basic construction investment plan in Que Phong, Quy Chau, and Thai Hoa town units, this afternoon (August 24), the Economic - Budget Committee of the Provincial People's Council led by Comrade Vo Viet Thanh - Member of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council had a working session with the Department of Planning and Investment.
Through monitoring, the delegation recorded the situation of basic construction investment in the province in the first months of 2012; the allocation of investment capital mainly focused on completed projects, handed over for use but not yet allocated enough capital, prioritizing capital allocation for projects expected to be completed in 2012 and then new projects preparing for investment. During the implementation process, the Department of Planning and Investment regularly inspected, reported progress and promptly corrected limitations in basic construction investment in districts, cities and towns. Basic construction investment procedures associated with administrative procedure reform were quite clear and more effective.

However, due to the general difficulties of the economy, the province has not been proactive in planning investment capital in the area, so it has not been able to overcome the situation of scattered investment. The capacity of consulting units, progress and quality of some works and projects are still limited. Site clearance work still has many shortcomings and difficulties; the site clearance compensation policy increasingly expands the rights of the people, so people often make things difficult for the State.
Concluding the meeting, comrade Vo Viet Thanh affirmed: Based on the results of the Economic - Budget Committee's supervision, the issues that are being raised in practice will be summarized and advised by the Committee to the province to improve the efficiency of basic construction investment. The supervision delegation requested the Department of Planning and Investment to continue allocating investment capital according to the principle of prioritizing debt repayment of completed projects. Strengthening project appraisal and careful consideration to clearly identify priority projects for each locality and specific area. Reviewing projects that have had their construction progress extended many times but have not yet been completed to have definitive solutions; speeding up site clearance; improving the responsibility and capacity of district-level project management boards; the capacity of consultants and contractors as well as consulting and coordination between sectors to better manage the basic construction investment sector in the province in the coming time.
