With that spirit, the administrative reform work of Thanh Chuong district continues to have positive changes. In particular, the district prioritizes drastic direction of administrative procedure reform with the criteria of "3 increases, 2 decreases, 2 no" ("3 increases" - increase transparency, responsibility in performing public duties; strengthen the settlement of administrative procedures via the online environment; increase the satisfaction of people and businesses; "2 decreases" - reduce the time to carry out administrative procedures; reduce the cost of complying with administrative procedures; "2 no" - no trouble, harassment and no delay).

The results of receiving and handling administrative procedures from the beginning of 2025 to present in the district are 6,907 records, of which 853 records were received directly on public services, accounting for 13.6%; 5,966 records were received online, accounting for 86.4%. Of the 6,630 processed records, 94.25% were returned before the deadline and 5.75 records were returned after the deadline. The digitization rate of received records reached 98.6%; the digitization rate of resolved results reached 99.3%.

To ensure the settlement of administrative procedures for people and businesses is stable, continuous, smooth, effective, and uninterrupted at the units implementing the arrangement and merger, on March 6, the Provincial People's Committee issued an official dispatch guiding the implementation of administrative procedures for people and businesses at the units implementing the arrangement and merger.

In particular, the Provincial People's Committee requires units to receive and handle administrative procedures in accordance with regulations; individuals and organizations are not required to resubmit submitted documents; and steps in administrative procedures that were performed before the arrangement are not repeated. Documents and papers that have been issued or granted by competent agencies and positions before the arrangement of the State apparatus but have not expired or have not expired shall continue to be applied and used in accordance with the provisions of law until they expire or are amended, supplemented, replaced, abolished, canceled, or revoked by the agency or position receiving the functions, tasks, and powers or the competent agency or person. Organizations and individuals are not required to apply for replacement of documents that have been issued by competent agencies and positions before the arrangement of the State apparatus when these documents have not expired, except in cases where the law provides otherwise.
