Improving the leadership capacity of Party organizations in the education sector

(Baonghean.vn) - On the morning of December 26, the Provincial Party Committee held a conference to summarize 15 years of implementing Directive No. 34-CT/TW of the Politburo; 10 years of implementing Directive No. 40-CT/TW of the Central Secretariat.

Comrades Le Quang Huy - Deputy Secretary of the Provincial Party Committee, Le Ba Hung - Head of the Provincial Party Committee's Propaganda Department chaired the conference. Attending the conference were representatives of the Ministry of Education and Training; Comrades of the Provincial Party Committee Standing Committee: Nguyen Xuan Son - Vice Chairman of the Provincial People's Council, Ho Phuc Hop - Head of the Provincial Party Committee's Mass Mobilization Department.

Conference overview

After the Politburo's Directive 34-CT/TW and the Secretariat's Directive 40-CT/TW were issued, Party committees and authorities at all levels from the provincial to grassroots levels focused on leading and directing the implementation of the two directives seriously and effectively with a participation rate of over 90% and widely disseminating to the people about the importance and significance of the directives. At the same time, programs and plans were developed to implement the above two directives in specific stages.

After 15 years of implementing Directive No. 34-CT/TW dated May 30, 1998 of the Politburo on "Strengthening political and ideological work; consolidating Party organizations, mass organizations, and the work of developing Party members in schools", political and ideological work, Party and mass organization building work in schools in the province have had positive changes in many aspects. Up to now, there are 1,657 Party cells, 100% of Party cells in preschools, high schools, continuing education schools and 98% of Party cells and Party cells in universities, colleges, vocational schools and vocational training schools achieving clean and strong status... The awareness of cadres, Party members and the masses about the Party's ideals and goals, about the guidelines, policies, tasks and basic goals of education and training has been raised... The quality of key leadership teams in schools increasingly meets the requirements of new tasks. In the 2013-2014 school year, 100% of managers met or exceeded standards, and nearly 4,000 managers had political theory qualifications.

Regarding Directive No. 40-CT/TW dated June 15, 2004 of the Secretariat (9th tenure) on "Building and improving the quality of teachers and educational managers", after 10 years of implementation, very important results have been achieved. That is, the training quality of pedagogical schools is increasingly high. From the 2003-2004 school year to the 2013-2014 school year, on average each year there were over 200 teachers' experiences and initiatives recognized by the scientific council of the industry at the provincial level, in the 2013-2014 school year alone there were 1,162 experiences and initiatives, including dozens of topics awarded the Creative Labor Prize by the Provincial People's Committee and the Provincial Labor Federation.

Within the framework of the conference, the Provincial Party Committee deployed the Action Program of the Provincial Party Executive Committee to implement Resolution 29-NQ/TW on comprehensive fundamental innovation of education and training.

Speaking at the conference, Comrade Le Quang Huy - Deputy Secretary of the Provincial Party Committee emphasized the importance of Directive No. 34-CT/TW of the Politburo and Directive No. 40-CT/TW of the Central Secretariat in the cause of developing education in the province, and at the same time acknowledged and expressed the results achieved in the past time. He requested the Education and Training sector, localities and educational units to further promote the implementation of the directives more effectively, especially in the period when the entire Education sector promotes the implementation of Resolution 29.

On this occasion, 12 collectives and 16 individuals were awarded Certificates of Merit by the Provincial Party Committee for their outstanding achievements in 15 years of implementing Directive No. 34-CT/TW of the Politburo and 10 years of implementing Directive No. 40-CT/TW of the Central Secretariat.
