Raising awareness of the role of drafting legal documents
(Baonghean.vn) - On the morning of April 22, the Standing Committee of the Provincial People's Council chaired by Comrade Nguyen Xuan Son - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the People's Council, had a meeting with the Department of Justice to supervise the implementation of recommendations after supervision of the Standing Committee of the Provincial People's Council related to the work of building, inspecting, and reviewing the systematization of legal documents in the province.

At the meeting, the leaders of the Department of Justice clarified the implementation of 5 recommendations of the Standing Committee of the Provincial People's Council based on the results of supervising the drafting of legal documents by the Provincial People's Council in mid-2013. In particular, the Department emphasized that it had issued an official dispatch urging and reminding provincial departments, branches and sectors to closely follow the document drafting program assigned by the province to issue on schedule. As a result, from the fourth quarter of 2013 to the end of 2014, the province issued 174/205 documents.

In general, the legal documents are basically built in accordance with the correct order and procedures and are of high quality, ensuring high efficiency and feasibility when applied in practice. The work of checking and reviewing the legal document system is actively implemented by the Department of Justice in coordination with departments, branches and districts. Through this, 21 documents issued at the provincial level and 470 documents issued at the district level have been promptly discovered and self-inspection has been regularly conducted by departments and branches. Through the results of checking legal documents issued in 2014 and the first quarter of 2015, 21 documents under the authority of the provincial level and 470 documents at the district level have been discovered to be illegal, and recommendations have been made to competent authorities for handling according to regulations.

At the meeting, through mutual exchanges, the delegation of the Provincial People's Council and the Department of Justice also clarified a number of existing problems and limitations; causes and solutions. Specifically, the progress of issuing legal documents according to the program assigned by the province is still slow; documents issued outside the program still account for a high rate of 35% and illegal issuance still occurs.
The most fundamental reason is that the awareness of the role of drafting legal documents at all levels and sectors has not really paid due attention. The establishment of a judicial department in departments and sectors has not been given due attention. The issuance of documents at the district level is not carried out in accordance with the process, without being appraised by the judicial department, mainly by specialized sectors and signed by the chairman or vice chairman of the district People's Committee....

Concluding the meeting, comrade Nguyen Xuan Son affirmed that the work of drafting, inspecting, reviewing and systematizing legal documents is a very important and difficult task, but it has received little attention and investment from all levels and sectors. Therefore, together with the Provincial People's Council, the Department of Justice, which is the direct advisory body in this field, also needs to proactively propose and recommend to the Provincial People's Committee, provincial and district departments, branches and sectors to resolve the existing problems. At the same time, enhance responsibility in document appraisal, be more bold and determined with all levels, branches and documents issued illegally, thereby correcting the limitations.
