(Baonghean) - Since 2009, the meeting with investors held in early Spring has become an annual activity and has always been an event that brings many expectations to Nghe An, a homeland that is still facing many difficulties and needs to be shared by investors; including the situation of tens of thousands of Nghe workers lacking jobs, having to leave their hometown to find jobs in many localities across the country and go to work abroad in many countries around the world. Recently, Nghe workers have had difficulty finding jobs in some domestic industrial zones and in some international labor markets. Is it because they are not fully equipped with the art of living and working skills that Nghe workers have difficulty integrating into the community?

Investors coming to Nghe An, in the goal of exploiting economic potential, exploiting labor resources plays an important role. However, up to now, investors have mainly exploited resources, land, infrastructure, preferential policies, and have not paid attention to exploiting labor resources. A paradox is that the number of investors coming to Nghe An is increasing while the number of Nghe workers going to work far away is increasing. Is it because the projects of investors have not attracted Nghe workers, or Nghe workers have not met the requirements of investors? With a population of nearly 3 million people, most of whom are in the "golden population" age, the Nghe labor force is among the strongest in the country. But a major limitation of Nghe workers is that they have not been trained at a high level to meet the requirements of industrialization and modernization. The vocational training rate of Nghe An workers is still low compared to the whole country, quite a lot of workers are trained in short-term vocational training in rural areas. Long-term vocational training in centralized facilities has not met the requirements for high-tech training. Due to the low level of vocational training, Nghe An workers have not met the requirements of investors when implementing modern technology projects.

The outstanding qualities of Nghe An workers are diligence, intelligence, honesty and straightforwardness. However, some Nghe An workers have not yet demonstrated cultural qualities that are suitable for the actual demands of the general labor market. This is a limitation of Nghe An workers that needs to be overcome. Investors come to Nghe An not only because of the economic potential of the province, but also because of the attractiveness of a land rich in cultural traditions. Therefore, improving the cultural qualities of Nghe An workers is an important issue in investment attraction policy. To meet the requirements of investors, Nghe An workers must be trained at a high level and must be educated to improve cultural qualities commensurate with the values ​​of Nghe An people. Nghe An rolls out the "red carpet" to attract investors, so how can investors also roll out the "red carpet" to attract Nghe An workers? Although investment projects exploit the best economic potential of the province but have not attracted Nghe An workers, Nghe An's economy has not developed sustainably.

The Investment Promotion Conference in early Spring of Quy Ty 2013 also has high expectations for the results of commitments and investment agreements with many strong investors and large projects to create conditions for Nghe An province to quickly overcome current difficulties. The requirement for the province is that in addition to implementing well the necessary conditions for investors such as site clearance, capital source opening, and administrative procedure simplification, it is extremely important to create conditions for investors to exploit and make the best use of Nghe An's labor resources. We must find a way to make the path for investors to come to Nghe An also the path for Nghe An's laborers to return to get rich in their homeland.
