(Baonghean.vn) - On the morning of April 16, the Economic - Budget Committee led by Mr. Tran Quoc Chung - Deputy Head of the Economic - Budget Committee of the Provincial People's Council had a working session with the Department of Industry and Trade on mineral resources management.

With the function of giving opinions on basic design documents of investors before submitting them to the Ministry of Natural Resources and Environment or the Provincial People's Committee for consideration of granting mineral exploitation licenses, in 3 years (2011 - 2013), the Department of Industry and Trade has given opinions on 40 design documents of various types of metal minerals and white marble. In general, after the Department has given opinions, the basic design documents all meet the technical and legal requirements for the competent authority to grant licenses. However, during the inspection and examination process under the function of the Department of Industry and Trade, it was found that most of the mines did not properly implement the basic design and technical design according to the method of cutting layers from top to bottom, but all exploited by digging frog tunnels from bottom to top. On the other hand, ensuring labor safety and labor protection for workers in the mines has not been paid attention to.

Regarding the management of explosives, in the past 3 years, the Department of Industry and Trade has advised and licensed 143 units to use industrial explosives. In addition, the Department has also coordinated with the University of Mining and Geology to organize training courses to improve knowledge of blasting techniques as well as some regulations in the field of using explosives. However, according to the Department of Industry and Trade, the actual operation and use of explosives by workers at mines has not been monitored and covered to ensure 100% safety. The management of exploited minerals is not strict because the market management force is thin and does not have the function of stopping and parking vehicles participating in traffic, so the phenomenon of mineral leakage to the outside is not controlled.

At the meeting, on the basis of acknowledging a number of difficulties and shortcomings in the management and protection of mineral resources in the province, which still overlap in functions and tasks between sectors and local authorities, the Provincial People's Council's monitoring delegation will synthesize and report to the Provincial People's Council and People's Committee to complete the legal documents on the management of mineral resources more closely and effectively in the coming time. The monitoring delegation requested the Department of Industry and Trade to review the work according to the functions and tasks of the sector to continue to improve responsibility; strengthen the direction of the grassroots and strengthen the coordination relationship with departments and sectors to better manage mineral exploitation activities in the province.
