Enhancing the people's supervisory role in the activities of government apparatus at all levels
(Baonghean) -This morning, July 20, the Steering Committee for the implementation of the Grassroots Democracy Regulations (QCDC) of Nghe An province held a preliminary review of the implementation of the QCDC at the grassroots level in the first 6 months of the year and deployed tasks for the last 6 months of 2011.
Comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for the implementation of QCDS at the provincial grassroots level chaired the conference. Also attending the conference were members of the Steering Committee for the implementation of QCDS at the provincial grassroots level, representatives of provincial departments, branches and sectors.
In the first 6 months of 2011, Party committees, authorities, Fatherland Fronts and organizations from the provincial to grassroots levels have closely followed the work program, effectively implemented the grassroots democracy regulations, and promoted the people's mastery. Communes, wards and towns have focused on preparing and organizing well the election of deputies to the 13th National Assembly and the election of deputies to People's Councils at all levels for the 2011-2016 term. Communes, wards and towns have publicized the contents for people to know, discuss and decide according to Decree 34. The mobilization and use of funds from people's contributions have been effective, continuing to carry out mediation work at the grassroots level well, promoting propaganda, dissemination and education of law to the people. The work of receiving people and resolving citizens' complaints and denunciations has been highly effective. The province has received 3,503 petitions, an increase of 9.9% over the same period, and has resolved 82.4%. For administrative agencies and public service units in the province, implementing the Democratic Regulations associated with administrative procedure reform, 1,384 administrative procedures have been reviewed, 934 administrative procedures have been proposed, amended and supplemented, achieving the target of proposing simplification of 67.5%, exceeding the requirement by 37.5%. The implementation of the QCDC in state-owned enterprises, joint stock companies and limited liability companies has created a change in the awareness of employees and employers. Through the implementation of the QCDC at the grassroots level, the people's mastery has been promoted, creating an atmosphere of excitement, solidarity and trust among cadres, party members and people of all walks of life, contributing to the overall development of the province.
At the conference, comrade Ho Duc Phoc affirmed: The implementation of the grassroots democracy regulations creates solidarity, a spirit of collaboration, attracts many resources for socio-economic development, promotes the patriotic emulation movement; transparency with the participation of people in supervision in all issues will limit negative aspects; strengthening the implementation of the grassroots democracy regulations will further enhance the effectiveness of the role of the government apparatus at all levels. In the coming time, the Steering Committee for the implementation of the grassroots democracy regulations at all levels and sectors needs to promote the dissemination and study of the Resolution of the 11th National Congress of the Party, supplement and perfect the action programs of agencies and units accordingly; Well implement the grassroots democracy regulations in the implementation of the socio-economic development tasks of the province as well as national target programs.
