Administrative reform is an objective requirement aimed at perfecting the apparatus organization to exercise State power and serve the people. The requirements of administrative reform include 5 major areas, which are reform of state institutions; reform of state apparatus organization; state officials and civil servants; public finance; administrative modernization.

In these 5 contents, the implementation process must be carried out synchronously and comprehensively, in which the requirements for staff and civil servants must be implemented first, because staff are the root of all problems.

However, the biggest problem that hinders the common development today is the sense of responsibility and public ethics of a number of cadres and civil servants, which is causing much frustration among the people and businesses, reducing the trust of the people and businesses in public agencies as well as public service agencies.

That reality has been discussed by all levels, sectors, agencies and units at many forums, but in the end the "difficult" problem is that there is no accurate information reflecting the name of any specific agency or individual to handle. There is a reality that when people and businesses come to public agencies or units performing public services to resolve their work and are met with irresponsible attitudes or inappropriate behavior, even lack of culture, many responsible people immediately seek out the highest and most direct leader of that official or civil servant to reflect, but that direct leader not only does not acknowledge that reflection from the people and businesses, but often uses arguments to justify that wrongdoing. Therefore, reflection is not effective, people often feel discouraged and do not want to speak, do not want to report, do not want to reflect anymore.

In order to promptly grasp and handle cadres and civil servants who violate public ethics and lack a sense of responsibility, cadres and civil servants - the "servants" of the people, need to be close to the people, stick with the people, and maintain close contact with the people so that they can hear the "heartfelt feelings" of the people and businesses. For all levels, sectors, agencies and units, when receiving information reflecting on their cadres and civil servants, they need to have a receptive attitude and consider it a "channel" of information to educate and correct their cadres and civil servants, avoid cover-ups and excuses, contribute to raising the sense of responsibility and public ethics for cadres and civil servants; improve the effectiveness and efficiency of the organization's operations to exercise State power and better serve the people.
