Strengthening innovation in teaching methods, especially active teaching methods. The Provincial Party Committee's Propaganda Department coordinates with Vinh University to open Pedagogical Profession classes for lecturers and part-time lecturers at the Political Training Centers and affiliated Party Committees.

Regularly innovate teaching methods, check and urge the application of new teaching methods. Thanks to that, the quality of political theory education has been improved, promoting the positivity and creativity of learners, helping learners acquire knowledge in a scientific way, bringing high efficiency in political theory education.

Regularly improve the quality of lecturers teaching at the Political School, especially improving the professional qualifications of lecturers to meet the requirements of the new situation. The Provincial Party Committee's Propaganda Department regularly organizes class visits and observes lessons to gain experience in teaching at the District Political Training Center.

Through class observation and classroom visits to improve the professional qualifications of lecturers and improve the quality of teaching at the centers. Up to now, the Political Training Centers have basically been operating in a disciplined and quality manner, with a system of lesson plans, books, and libraries standardized according to the regulations of the Central Propaganda Department. In addition, the centers have organized class observation and seriously evaluated the teaching quality of lecturers and part-time lecturers; therefore, professional capacity, pedagogical skills, and teaching methods have been significantly improved.

In 2011, at the Political Training Centers, the Party Committees directly under them trained and fostered 1,574 classes, with 169,846 students, mainly training classes for Party admission, training for new Party members, training for grassroots Party committee members, training for grassroots propaganda, training for Party committees, mass organizations, government, and elementary political theory. Political and ideological orientation work at high schools, vocational schools, colleges, and universities in the province is carried out regularly.

The investment in building facilities has been paid attention to by Party committees and authorities at all levels, creating favorable conditions, so it has been invested in and built spaciously, ensuring standards for teaching and learning political theory. District-level Political Training Centers have laptops and projectors for teaching electronic lesson plans, canteens for students, resting rooms for lecturers and students from afar, speakers, and magnetic boards for teaching and learning at the center to ensure the requirements set out, and there is a reading room with many specialized books to serve the research work of teachers and students well.

However, the management staff and full-time staff in the units generally have limitations in terms of qualifications, management capacity, teaching work as well as professional activities and pedagogical skills; the part-time lecturers have little time to invest in teaching, and have not been trained much in teaching methods. Facilities and equipment have not met the increasingly high requirements of current training and education. The attention and leadership of some units have not been really effective, especially in consolidating and training the management staff and part-time lecturers. There has not been adequate attention paid to the activities of the Party Committee class, the grassroots propaganda class, the elementary political theory class, and the Youth Union class.

In the coming time, it is necessary to focus on directing the centers and affiliated party committees to develop a quality and practical 2012 political theory training and development plan. Continue to effectively implement measures to improve the quality of teaching and learning in depth; train the team of managers and part-time lecturers; increase the purchase of equipment for teaching and learning, and build reading rooms. Organize regular class observation and visits, and evaluate the teaching quality of part-time lecturers seriously and effectively.
