He also suggested that there should be a general assessment of the quality of human resources, because there is still a situation of "too many teachers, not enough workers", and poor labor organization. Regarding the goals: it is necessary to state specifically such as building a team of quality leaders and managers. Regarding the solutions: it is necessary to pay attention to training experts, retraining, and in-depth training for grassroots cadres and training abroad. At the same time, it is necessary to provide advanced training, pay attention to training skilled workers, passing on the profession, career guidance, and streamlining. Improve the quality of community learning centers, those who know less teach those who know more. In addition, it is necessary to supplement the project of training agricultural and rural workers.

Also this afternoon, after listening to the report on the implementation of key economic sectors according to the Resolution of the 17th Provincial Party Congress, the Provincial Party Secretary concluded: In implementing the 7 key economic sectors of the province according to the Resolution, there have been some positive changes. However, the province currently needs to consider and call for investment in a number of cement projects in the area; review steel and tin processing projects for treatment; ensure the environment and prevent occupational accidents in mineral exploitation. For large-scale livestock farming, dairy cows need to pay attention to disease prevention, ensure clean water sources for livestock farming, and develop large-scale livestock farms. Regarding the forest economy: focus on solving problems for rubber tree planting projects, paper raw materials, and medicinal plants; Prohibit the establishment of wood chip and pulp factories in the area; Have policies for developing raw material forests and tea raw materials.
