Improve the quality of propaganda on loudspeakers

Everyone wishes that the project to develop the grassroots radio system in Nghe An province by 2020 will be implemented soon so that hamlets and communes will have more channels of fast and accurate information. It is known that currently in the whole province, almost all hamlets and villages have been equipped with a loudspeaker system (including amplifiers, speakers, microphones). From here, the Party's policies and guidelines, the State's laws, and local regulations are announced through loudspeakers so that all classes of people can understand and follow them.
This is one of the popular methods,The most effective legal propaganda that all levels, sectors and localities have long used. However, through practical research in some localities, the effectiveness of propaganda through loudspeakers at the hamlet and village levels (generally called hamlet level) still has many limitations and shortcomings.
There are two basic reasons for the above situation. Firstly, the loudspeaker system of some hamlets has been used for many years and is damaged and degraded, but the hamlets have not yet had a plan to mobilize funds to repair or buy new ones to replace them, causing difficulties for both speakers and listeners. The more important reason is still the capacity and voice quality of the staff directly responsible for making announcements through the loudspeaker. In the hamlet, the "announcer" is usually the hamlet chief or the hamlet party cell secretary. As someone who has directly heard the hamlet's announcements on the loudspeaker many times, I see that the announcement and communication methods of the hamlet chief and party cell secretary still reveal many limitations.
Due to the characteristics of each hamlet such as area, population, and occupation of the people, before wanting to announce or disseminate an issue through the loudspeaker for people to understand, the announcer must base on the above factors to choose the appropriate time to announce and bring high propaganda efficiency, avoiding the situation when people have not returned from the fields or are taking a nap. In addition, before announcing, you must read the content of the documents that you need to announce in advance to avoid the situation of reading and translating at the same time, causing discomfort for the listener. You should only announce important content and directly related to the rights, obligations, and responsibilities of the people, and should not read documents everywhere. In order to gradually improve the quality of propaganda through loudspeakers in hamlets, first of all, the Party committees and authorities of communes and wards must regularly pay attention to professional training for the staff directly responsible for announcements.
