Improve treatment to retain young scientists
Investing in, caring for the comprehensive development of the young generation, having good treatment to retain young scientists... are issues that were hotly discussed at the Conference of Young Doctors giving comments on the Draft Documents of the 12th National Party Congress, organized by the Central Committee of the Vietnam Youth Union in coordination with the Youth Union of Central Agencies, on October 19.
Dr. Vu Anh Tai, Vietnam Academy of Science and Technology, proposed a number of breakthrough solutions for young scientists of the new era to fulfill their mission of bringing the country's science to new heights.
That is, do not follow "orders" for topics and projects that are general tasks, especially topics that have no practical application or are "disbursement" in nature. Carrying out scientific research topics assigned by senior and prestigious scientists must be in the spirit of academic science, not influenced or dominated by bureaucratic or political ideology.
“It is recommended that an independent inspection board conduct inspections of topics and projects at any agency or organization that uses the state budget in implementation and application. If the results do not meet the requirements, it is necessary to propose strict solutions and sanctions in cases where there is evidence of embezzlement, taking advantage of scientific research for personal gain or wasting the state budget,” Dr. Tai emphasized.
According to Dr. Tai, young scientists need to regularly organize scientific forums with the participation of many scientists in the same field, businesses, and individuals to have criticism and multi-dimensional views.

Sharing the same view, Dr. Nguyen Thien Tao, Vietnam Museum of Nature (Academy of Science and Technology) said that in order to create breakthroughs in scientific research, it is necessary to focus on training high-quality young human resources. “On the part of young scientists, it is necessary to regularly study, improve professional qualifications, proactively propose ideas, find funding sources and expand cooperative relationships. On the part of managers, it is necessary to create a favorable environment, invest appropriately in capital, facilities, and preferential policies for scientific researchers,” Dr. Tao suggested.
Dr. Nguyen Hoai Nam, Institute of Energy Science also said that in order for the team of science and technology staff to contribute their intelligence and talent, it is necessary to quickly innovate the scientific management mechanism, strongly develop the science and technology market to attract investment and retain scientists. At the same time, there should be a suitable remuneration regime, investment in facilities and research equipment to reach international standards.
Free public schooling
Dr. Nguyen Thi Quy Phuong, Secretary of the Youth Union of Central Agencies, Vice Chairman of the Young Doctoral Club, said that in the current period, the number one priority investment is to build infrastructure at preschool and primary levels, followed by investment in teachers and textbooks. “In reality, everyone can see that many school-age children do not have public schools to study at, and have to study at semi-public or private schools. Many heartbreaking stories have happened when they have to study in these environments. Studying at public schools is a practical need for students. We hope that in the near future, all Vietnamese school-age children will be able to study at public schools for free,” Dr. Phuong proposed.
According to Dr. Phuong, to comprehensively reform the country's education, it is necessary to bring the role of the Youth Union, Association, and Young Pioneers into schools to carry out the role of educating life skills and community awareness for students. In particular, in the face of the alarming situation of food hygiene and safety, in which meals for children from preschool to university are threatened, the Party's 12th National Congress Document needs to add content on school nutrition to take care of the physical health of the country's future generations. This also demonstrates the vision of comprehensive development of Vietnamese people.
Mr. Nguyen Phi Long, Secretary of the Central Youth Union, President of the Vietnam Youth Union, proposed that in the next 5 years, it is necessary to complete the consolidation of schools. “The country has been completely independent for 40 years now, but in many rural areas, children do not have schools, or have to study in makeshift thatched roofs, walking dozens of kilometers through the forest. “Hopefully, in the next 5 years, the consolidation of schools will be completed in all rural areas. Along with that, in the coming time, tuition fees for preschool and primary school students should be completely exempted,” said Mr. Long.
“The draft documents of the 12th National Party Congress do not have enough space to match the position and stature of Vietnamese youth. The documents of the 12th National Party Congress need to pay attention and demonstrate breakthroughs for young people in matters of study, vocational training, employment, recreation and entertainment. In particular, it is important to focus on education, nurturing ideals, revolution, ethics and lifestyle for young people so that they have enough intelligence, courage, ambition and desire to master themselves and contribute to their families, homeland and country.
