Upgrades and the issue of unofficial fees

The seventh annual PCI report, summarized from the results of a direct survey of 6,922 domestic enterprises on the quality of economic management and business environment in 63 provinces and cities in Vietnam in 2011. Among the 6 provinces in the North Central region with similar natural conditions, Quang Binh ranked 37th in the good group, the rest were assessed as good. They were Ha Tinh ranked 7th in the rankings, Quang Tri ranked 13th, Thua Thien Hue ranked 22nd, Thanh Hoa ranked 24th. Notably, Ha Tinh has "swum against the tide" to rise to the top 10 leading provinces, when it has significantly improved the business environment, through the issuance of provincial policies on improving the PCI index and establishing working groups focusing on areas that increase the PCI score.
Meanwhile, in Nghe An, among the 9 indices, in addition to the index of transparency and access to basic information which did not change, the remaining 8 indices had 5 indices increasing in points but also 3 indices decreasing in points quite sharply compared to 2010. While the indices of market entry, land access and stability, dynamism and pioneering of provincial leaders, time costs and legal institutions had significant improvements (especially market entry, reaching a score of 8.70), the indices of business support services, labor training, and informal costs were rated lower compared to 2010.
In particular, informal costs are still a weak point for Nghe An. This index has not only improved but is even rated worse than in 2010, which means that the “pathology” of informal costs that businesses have to pay and the obstacles these informal costs cause to business operations, the payment of informal costs to bring about the expected results or “services” and the use of local regulations by state officials for personal gain have not “reduced”.
As long as there are still corruptions from public officials, there are still “bribes” when handling procedures for businesses, there are still “grease” fees when completing contracts, agreements..., Nghe An will still find it difficult to have a breakthrough in the PCI rankings, which in essence is to improve the picture of the business environment to attract investment capital and develop the economy. Correctly diagnosing the “disease” to have a timely “prescription” for treatment, I think it is necessary when the province has the goodwill to improve its ranking position!
